Job description

Mayvin, Inc. is seeking a Mid-Level Program Analyst to support a government Program Manager execute their program. This role provides programmatic, technical, and acquisition support within the Naval Sea Systems Command (NAVSEA) Portfolio Acquisition Executive, Maritime (PAE Maritime). The candidate should have a background providing support to Navy programs. They need to closely support the Program Manager/Asst Program Manager to run their program to include interactions with stakeholders, tracking status, providing acquisition management support and guidance, and supporting the development of policy requirements.
Clearance Required: SECRET
Responsibilities:
  • Provide critical support assisting the Program Manager and Asst Program Manager run all aspects of their program
  • Support the development of DoD Acquisition Documentation for ACAT II - IV DoD Programs as well as Abbreviated Acquisition Programs (AAPs), OTAs/MTAs and other acquisition and contracting efforts
  • Assist acquisition professionals to ensure acquisition programs are executed in compliance with DoD/DoW and NAVSEA policies and procedures
  • Provide daily program, analytical, and acquisition management support to senior level executives
  • Provide detail-oriented management of records, business research analysis, and valuation strategies
  • Draft and prepare briefings, staffing plans, monthly reviews
  • Track actions/minutes and maintain continuity of accountability
  • Collaborate with subject matter experts (SMEs) to gather requirements, align priorities, and support milestone achievement
  • Build and maintain strong relationships with key stakeholders across DoD and industry to inform capability development and milestone planning
  • Work in a collaborative team environment and be comfortable working matrixed personnel as well as both military, civilian, and other contracted personnel
  • Be a self-starter and work with little guidance or direction from the APM or Team Lead. Be able to identify problems and provide solutions

Qualifications:
  • 3+ years of experience supporting a US Navy or Joint acquisition program
  • Knowledgeable in Navy Acquisition process
  • Ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications
  • Strong written and verbal communication skills
  • Strong organization and time management skills with the ability to quickly turn-around requests
  • Flexible and readily adaptable to changing responsibilities
  • Ability to attend and organize program reviews/site visits/field tests
  • Demonstrated proficient in Microsoft Office Suite, with emphasis on Microsoft Word, Excel, PowerPoint, and familiarity with MS Project

Preferred Qualifications:
  • While NAVSEA experience isn't required, it is HIGHLY preferred
  • Experience with the Navy POM and Budget planning cycle
  • Experience in drafting Acquisition documents through the JCIDs process and understanding Milestones A through C
  • Knowledgeable in use of dashboards; specifically, PowerBI
