The Kina'ole Family of Companies seeks to hire a Proposal Manager. This position has the responsibility of coordinating all phases of the company's proposal process. The ability to meet deadlines, a high attention to detail, excellent communication and collaboration skills, will be the keys to success. You will be responsible for developing and managing activities involved in the production of proposals. The successful candidate will coordinate with stakeholders to define strategic technical approaches and present solutions for inclusion. They will contribute proposal strategies and content.


Duties and Responsibilities:

  • Responsible for the tracking of all activities relevant to the development, production, and revision of assigned proposals. Analyzes the Request for Proposal (RFP) production guidelines and potential reuse recommendations, development of data collection forms and proposal templates. Develops and maintains the proposal development schedule, outline, and compliance matrix.
  • Drives the proposal process and leads critical milestones including outlines, color reviews, and content development discussions, ensuring all deadlines are met.
  • Manages technical volumes & sections, including technical & management approaches, personnel & staffing approaches, past performance & corporate experience.
  • Coordinates all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities.
  • Provides guidance and status reports on proposal and production matters to senior management staff; enforces the editorial guidelines specified for the proposal; manages the virtual proposal development environment.
  • Reviews and facilitates team reviews of final proposal.
  • Facilitates development of proposal sections by writers.
  • Reviews all deliverable documents.
  • Manages bid announcements and schedules kickoff meetings.
  • Manages and allocates proposal resources (technical writers, subject matter experts, subcontractor representatives and independent contractors) assigned to proposals development.
  • Manages and engages key personnel in all proposal review activities and ensures compliance with all corporate and legal requirements.
  • Acts as the single point of contact between operational, proposal and production staff relative to all proposal development and production matters.
  • Responsibility across multiple, concurrent projects, this position is characterized by shifting priorities, stringent deadlines, last minute requirements, and evening/weekend hours to accomplish tasks for client deadlines.
  • Assist in the development of marketing materials and marketing-related requirements.
  • Works closely with Business Development leaders to support capture.
  • Performs other position-related duties as assigned, depending on assignment setting.



Minimum Qualifications

  • Bachelor's Degree in Marketing, Communications, English, Business; or a related field
  • 5+ years in Federal Government proposal development, a minimum of 3 years in a proposal management role
  • Must have experience working in the proposal process and developing storyboards, mock-ups, proposal outlines, and compliance matrices
  • Advanced proficiency in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
  • Working proficiency in Adobe Acrobat Pro and Adobe InDesign. Experience with Adobe Photoshop and/or Adobe Illustrator is a plus.
  • Highly organized, team-oriented, enthusiastic, independent thinker, and collaborative
  • Outstanding written and oral communication skills are critical
  • Ability to thrive in a fast-paced multi-dimensional environment
  • Familiarity with Shipley proposal management practices or similar industry standard practices is a plus
