Job Description

JOB SUMMARY
The Department of Information Technology provides a wide variety of services to Brown County Departments to aid in the effective delivery of IT services that support the business needs of the county. IT is a vital part of the organization, providing faster and better ways for our employees to do their jobs and for our residents to access our services. The Deputy Director of IT is responsible for keeping the technology current and to work with members and management of all departments to provide the computing capabilities that are needed. As a leader in the IT Department, this position contributes to the growth, direction, and purpose of the overall department through strong management and exemplary leadership skills.

Under the direction of the IT Director, the Deputy Director of IT will provide administrative oversight and direction of staff and services for operations. The talented individual will lead the Infrastructure, Customer Services, Enterprise Systems, and IT Security programming divisions providing resilient, innovative, and secure solutions for the County. The Deputy Director has responsibility for planning, directing, and managing the activities of management and technical personnel and for ensuring consistency of goals, policies, technical and administrative procedures, and management direction. The successful candidate will act as a liaison with top County management and information technology staff to assess, plan and deliver innovative business applications and solutions to a full range of customers (public safety, community development, health, etc.).
ESSENTIAL DUTIES
  • Leads team of IT staff ensuring the IT mission is being met as far as building a culture amongst the team, meeting our security, service, and support goals.
  • Leads development and implementation processes for the organizations IT systems and department.
  • Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
  • Establishes efficiency and efficacy standards, providing recommendations for improvement of IT infrastructure.
  • Responsible for the creation and execution of roadmaps outlining the investments in infrastructure, mobility strategies, storage strategies, and connectivity that will enable Brown County’s strategic and business continuity plans.
  • Analyzes IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
  • Oversees security of systems, networks, and enterprise information.
  • Be security driven with all implementations following best practices and adhering to the following minimum compliances; HIPPA, CJIS, PCI.
  • Develops and maintains relationships with external IT vendors and service providers.
  • Define and implement appropriate procedures, controls, and service levels as they relate to infrastructure services.
  • In conjunction with IT staff, provides on-call off-hours support.

NON-ESSENTIAL DUTIES:
  • Performs related functions as assigned.

MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
  • Bachelor’s degree in information technology, information systems, computer science; or related professional experience.
  • Minimum 10 years’ experience working in IT operations.
  • Minimum 5 years’ experience overseeing IT teams and projects.
  • Certifications and continuing education preferred.

Licenses and Certifications
  • Valid Driver’s License required.
  • Applicable IT certification(s) preferred.
  • Fingerprint/background clearance required.

KNOWLEDGE, SKILLS & ABILITIES
  • Sound understanding of computer systems, networks, security, telecommunications, databases, and storage systems.
  • Strong interpersonal, communication and leadership skills.
  • Ability to manage and prioritize tasks and projects.
  • Excellent analytical and problem-solving skills.
  • Team oriented and strong management skills.
  • Knowledge of applicable compliance requirements, cyber insurance, and data privacy practices and laws.
  • Experience implementing cybersecurity controls and tools.
  • Ability to work required hours of the position.

PHYSICAL DEMANDS:

  • Lifting 50 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds.
  • Ability to move within a confined area.
  • Intermittent sitting, standing, and walking; occasional driving.
  • Must be capable of using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling and operating controls.
  • Occasional bending, twisting, squatting, climbing, reaching, and grappling.
  • Communicate orally in a clear manner.
  • Distinguish sounds at various frequencies and volumes.
  • Distinguish people or objects at varied distances under a variety of light conditions.
  • Frequent exposure to electrical components, open wires and computer control boards.
