Job Description

ESSENTIAL JOB FUNCTIONS:

1. Reports to Operations Director on applicable issues related to human resources.
2. Assist Directors with interviewing, hiring, orienting, and training of staff.
3. Assist HR staff with processes regarding pre-employment background screenings to ensure compliance with regulations.
4. Draft and/or revise job descriptions of positions as requested by supervisor.
5. Develop and/or revise personnel policies and procedures as requested by supervisor.
6. Assist Directors with employee performance evaluation and performance improvement processes.
7. Assist HR staff with development of a centralized personnel management system.
8. Assist Directors with response to complaints, grievances, EEO inquiries, etc.
9. Assist Directors and supervisors with resolution of personnel-related issues.
10. Assist HR staff with hire and orientation processes for new employees, assuring all applicable standards, including licensure standards, are met and documentation is in the file.
11. Serve on the senior management team and participate in regular meetings.
12. Serve on the agency’s Continuous Quality Improvement committee as requested.
13. Participate in local, regional and state organizations in order to remain current on relevant human resource issues.

14. Assist Directors with administration of the workers’ compensation program, providing case management of work-related injuries/illnesses as needed.
15. Assist Directors with OSHA compliance as requested by supervisor.
16. Act as agency voice during Virginia Employment Commission unemployment inquiries, hearings, etc., as requested by supervisor.
17. Assist with investigations related to personnel actions and/or quality improvement.
18. Adhere to all policies and procedures of the organization, the rules and regulations of DBHDS and the Code of Virginia and observe expectations of the employee code of conduct.
19. Other duties as assigned by immediate supervisor.

JOB STANDARDS (MINIMUM QUALIFICATIONS NEEDED TO PERFORM JOB)

1. Master’s degree in administration, management, human resource management, or related field, plus a minimum of ten years of relevant HR experience. PHR/SPHR certification required.
2. Excellent written and oral communication skills and excellent community and public relations skills.
3. Ability to work with minimal supervision, exercise sound judgement, and demonstrate initiative and cooperativeness in the discharge of assigned duties.
4. Knowledge of a service delivery system as it relates to the provision of human resource management.
5. Knowledge of program planning and evaluation, quality assurance, performance indicators, and performance evaluation systems.
6. Knowledge of applicable local, state, and federal legal mandates as they relate to human resources.
7. Knowledge of classification and compensation procedures and generally accepted practices.
8. Skill in negotiating through difficult and challenging situations with staff in such a manner that protects the integrity of the organization and its policies.
9. Ability to maintain confidentiality on issues related to both personnel matters and organizational information.
10. Ability to maintain an open and productive relationship with all staff in the division and the agency.
11. Ability to face confrontation in a productive and positive manner.
12. Valid driver’s license and good driving record.
13. Ability to become a Notary Public in Virginia.
14. Willingness to travel and work a variable schedule as the demands of the position dictates.

Fairview has operated transitional housing and other related emergency services for approximately 25 years. Fairview has developed faith-based programs that leverage evidence-based practices to combat homelessness, addictions, recovery and well-being. At this time BLR provides programming for males with the anticipation of providing female programming by mid-2023..
