Job Description:

·       ORBIS is seeking a Proposal Manager with a background in proposal and business development.

·       The Proposal Manager will report to the Director of Proposals and work closely with Business Development and Operations to find, track, and develop business development opportunities.

The Proposal Manager duties include, but are not limited to the following:

§  Manages the proposal development process, in accordance with ORBIS’s BD framework and Shipley best practices, including planning, review, and production of statements of qualifications and proposals.

§  Leads responses to Requests for Proposal (RFPs), Requests for Information (RFIs), Sources Sought, OTAs, SBIRs, etc., and other opportunity pipeline growth and tracking.

§  Gathers and researches information to include in proposals, including resumes and project summaries.

§  Reviews, organizes, formats, and edits written documentation to improve clarity.

§  Provides final quality control check, including proofreading for grammar, “one-voicing,” RFP compliance, and conformance with ORBIS quality standards.

§  Verifies complex technical solutions, strategies and themes are easily understandable, readable, and compelling.

§  Collaborates with Capture Managers, Project Managers, and relevant consultants in the proposal preparation process.

§  Engages with and interviews SMEs to obtain necessary information and commitment for specific pursuits.

§  Coordinates with technical staff to develop, research, track, and follow-up on leads.

§  Assists with researching and writing non-technical content.

§  Maintains and updates boilerplate library.

Required Skills and Experiences:

Requirements:

Personnel with the following skills will be required to complete the assigned work:

     ·       A Strong Knowledge of RFP and proposal process.

·       Proficient knowledge of Microsoft Office tools and technical/general writing skills and editing. Fluent in Microsoft Word, to include building templates, styles, formatting, etc.

·       Experience with marketing professional services and familiarity with industry terms, contracts, deliverables, and processes.

·       Must be a self-starter with the ability to manage multiple priorities/tasks and possess strong organizational skills.

·       Knowledge and experience with office procedures, systems, and protocols.

·       Strong and effective communication, writing, and computer skills.

·       Experience with Shipley or similar proposal management frameworks.

·       Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines. Willing to work flexible hours to meet requirements.

 Highly Desirable Skills:

·       Familiarity with GovWin and SAM.gov

·       Established contacts within the DoD.

·       Familiar with DoD, Navy and NIWC LANT customers and well connected with network of defense contracting companies.

·       Previous experience with the creation, maintenance, and development of CRM databases.

Degree Requirements:

·       Bachelor’s degree

·       Must be a U.S. citizen.
