Responsibilities:

IBTS has an immediate opening for a highly talented leader and entrepreneurial Director with business savvy to oversee capture and proposal development. Leveraging expertise and a substantial track record of winning proposals in multiple disciplines and business environments, this Director will support and enable IBTS’s future business growth. This position will report to the Chief Development Officer and will be part of the IBTS senior management team.

 

For capture, this individual will lead and monitor capture processes and budgets, develop winning proposal strategies, report on progress, and make recommendations for additional pursuits at the federal, state, and local level.

 

For proposals, this individual will be a hands-on manager, responsible for staffing, establishing, and implementing proposal processes and budgets, while also directly supporting proposal efforts with writing, reviewing, and editing and assisting with pricing strategies.

Qualifications:
  • Capture Management
    • Formulate capture plans and capture teams to deliver successful win strategies.
    • Facilitate Bid/No-Bid decisions, recommending resource allocation and response strategy.
    • Manage the capture budget; establish and monitor spending on charge codes, track, analyze, and advise on results.
    • Recommend and implement processes to streamline capture efforts.
    • Enhance and enable client development and relationships
    • Collaborate with the Chief Development Officer to develop effective and achievable strategies for capture and proposal development.
  • Proposal Management
    • Ability to manage all aspects of proposals, including solicitation evaluation; compliance matrices; outlining; writing, editing, and consolidating input from other writers; team reviews; final document review, production, and delivery. 
    • Facilitate Bid/No-Bid decisions, recommending resource allocation and response strategy.
    • Manage the proposal budget; establish and monitor spending on charge codes, track and analyze win/loss, expenditures, and advise on results.
    • Oversee, train, and mentor proposal staff.
  • Leadership Collaboration
    • Collaboration with client-facing Division Directors, Legal, Finance, and Human Resource Directors from capture through contract.
    • Collaboration with internal marketing and market research resources to benefit proposal and capture efforts.
    • Collaboration with Executive Team for input on major contracts, color team reviews, risk assessments, and approvals.

  Education and Experience

  • Bachelor’s degree.
  • 10+ years’ experience in federal, state, and local government proposal and capture management.
  • 8+ years’ experience managing direct reports at a senior leadership level.

 

  Required Skills, Knowledge and demonstrated Success:

  • Capture and proposal knowledge at the federal, state, and local government level.
  • Familiarity with Federal procurement guidelines including GSA schedules.
  •  Experience as a collaborative catalyst for organizational change and growth.
  •  A proven track record in the development of winning proposal.
  •  Ability to inspire and foster team commitment, spirit, and trust.
  •  High degree of professionalism, integrity, and ethics.
  •  Familiarity with the built environment preferred.
  •  In-depth understanding of the business development lifecycle, specifically to affect capture and proposal processes and best practices.
  • Extensive experience in establishing mature and proven tools and processes for proposal development.
  • Demonstrated desire to learn and grow.
