SigNet is seeking a Director of Capture and Proposals with experience in Federal Government Responses, Desktop Publishing and Document Organization. The position will support the Business Development and Capture efforts of federal government programs throughout SigNet as well as our Parent Company (Convergint Technologies).

Job Description

The Director of Capture and Proposals will be responsible for overall leadership, management, and direction of the range of activities associated with the proposal development process from pre-RFP to final production, in close conjunction with our sales colleagues. The ideal candidate can be “dual hatted” as a proposal manager and writer on smaller proposals and will oversee all proposal activities including directing proposal personnel – including teaming partners, managing proposal schedules, developing proposal outline and compliance matrix, final production, and win/loss tracking (PWIN). The position involves frequent interaction with Colleagues, Government customers, subcontractors/consultants, and senior level managers. The candidate must be highly organized, self-motivated, have a keen attention to detail, and the ability to work both independently and as part of a team in a dynamic work environment. The ability to effectively communicate verbally and in writing and prioritize tasking is essential.

The candidate must excel in high-paced, demanding environments where each day provides a new set of challenges under short time constraints. This position will be responsible for coordinating and developing RFP-compliant, responsive, competitive marketing proposals working independently with the Project Managers, Program Managers, Sales Executives, Department Directors and Company Executives. The candidate will ensure that opportunities are tracked through the company’s SharePoint. In this position, the candidate will develop fundamental PowerPoint presentations and other presentation materials for client presentations from libraries provided.

The Candidate will be expected to perform the below functions or tasks as well as have the aptitude to learn how to perform the below functions or tasks.

  • Develop and implement standard proposal development processes to ensure effective execution and delivery of government proposals nationwide.
  • Manage Proposal Development process from beginning to end, and ensure proposals are written within compliance and delivered on time.
  • Work with the Business Development team for Capture Planning and Proposal Development for targeted opportunities and key strategic commercial opportunities across our federal vertical market.
  • Develop mutually beneficial relationships with local offices to identify and assign key subject matter expertise and proposal support resources throughout the organization.
  • Review technical and price proposals with sales and operations teams to ensure professionalism, compliance, and accuracy.
  • Expand upon and maintain proposal library and template database.
  • Demonstrated leadership skills and “command presence”: excellent interpersonal and team skills
  • Collaborate with the Management Team to insure optimal end-to-end delivery of our products and services.
  • Integrate the efforts of all involved technical, management, contracts, pricing, and business staff with proposal team staff, and of proposal team staff with production staff
  • Issue effective proposal instructions and memoranda to proposal team staff
  • Gather best past performances and fully leverage for future customers
  • Research and gather technical and/or business information for use in proposal development activities
  • Apply winning proposal concepts, practices, and procedures along with solid writing methodologies to incorporate information and themes into assigned proposal sections.
  • Interview SME leads to collect technical and methodology information and incorporate that information proposals with the ability to turn complex technical information into proposal prose
  • Assist in the development and generation of “win” strategy and themes and discriminators as the framework for response
Qualifications

  • Organized individual capable of multi-tasking and will be required to manage multiple functions and interact with personnel at all levels of management.
  • Expert usage of MS Office products including Word, Excel, PowerPoint, and SharePoint
  • Must be able to commute and/or travel to local & field offices and work long and unusual hours based on volume of work
  • Strong planning and organizational skills
  • Excellent written and verbal communication skills
  • Ability to work independently, multi-task, and prioritize
  • Flexible, adaptable, detail-oriented and self-motivated
  • Customer service and detail-oriented
  • Proficient in Microsoft Word, Excel, Outlook, and PowerPoint
  • Very adaptable – responds effectively to changes in situation or information; ability to influence others and build consensus using good written and verbal communication skills


Additional Information

Education: Associates degree and/or certificate in business administration or other relative field such as marketing, desktop publishing/editing or office administration

Experience: Minimum of 3 years relative experience

  • Knowledge of Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), various other Federal agency regulations implementing the FAR, along with working knowledge and experience referencing and interpreting other Federal regulations related to Federal contracts required.
  • Knowledge of Commercial Regulations along with working knowledge and experience referencing and interpreting other Government regulations related to Commercial contracts preferred.
  • Understands the proposal development processes and procedures, coordinating tasks to meet applicable deadlines, customized award-winning proposal writing, provide modified response to Task Order RFIs/RFPs and assisting with proposal production activities required.

Familiarity with Time and Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), Government Wide Acquisition Contracts (GWAC) contracts preferred.
