The Office of Information and Technology Services (ITS) works to build the capacity of schools to use information and technology, maintain network infrastructure, security standards, and support other departments to meet district goals. ITS provides innovative technology solutions that improve the quality of education for students, reduce the administrative burden on educators, facilitate parent interaction, increase community engagement, and support CPS' mission of transparency by focusing on the ease and equity of access to information.
Chicago Public Schools (CPS) is currently undertaking a multi-year ERP modernization program for migrating and upgrading on-premise Oracle E-Business Financials, and Oracle PeopleSoft Human Capital Management Applications, and Kronos Workforce Management System to the latest SaaS-based Oracle Cloud ERP Platform as part of business and technology transformation.
Job Summary:
Reporting to the Director of HRIT, the Platform Lead, HRIT will be responsible for managing the Oracle Fusion Cloud by helping to design and implement our Oracle Fusion Cloud solution, with a focus on HRIT systems, to ensure the proper delivery of the solution meeting business and technical requirements. This resource will work with the system integration team to validate the solution design to ensure it is implemented leveraging leading practices. Platform Lead, HRIT will also be responsible for System Management of Taleo and PowerSchools Reflect and Learn. This is a full-time exempt position that will be paid for time worked on a salary basis.
This position will be held accountable for the following responsibilities:
• Core liaison to the ITS Project Management Office (PMO), for any project level TALEO or PowerSchools Reflect and Learn initiative. Support the Talent Office, Law and Procurement Departments in the annual renewal of vendor service contracts.
• Assist in architecting and validating Oracle Cloud based SaaS solutions to enable cloud solutions fully meeting business and technical requirements with due consideration for performance, security, scalability and high availability of the solution.
• Work closely with business stakeholders, Cloud Vendors, and third-party solution providers, as well as system integrators to define and design CPS ERP Cloud technology footprint as part of the implementation roadmap. Work with Business Analysts, SMEs and technical members to help manage project workstream solutions. Define standard operating procedures for making key design decisions in compliance with enterprise architecture standards and allowing Oracle and non-Oracle technologies to seamlessly integrate.
• Engage in Solution Design workshops and building technical strategies for conversions, integrations, reports and extensions leveraging Oracle SaaS platform for a large and complex Oracle Fusion implementation. Ensure solutions comply with public sector regulations, procurement policies, and asset management standards.
• Build solutions designs and support complex Oracle SaaS solutions to address business requirements. Proactively contribute, recommend, and identify risks and solutions associated with proposed or existing software application strategies. Develop core SaaS management competency within multiple CPS Talent Management Application areas (including TALEO) and underlying institutional business processes.
• Liaison with business products leads to translate functional requirements into detailed technical design specifications that can be used by the vendors and ITS staff to develop reports, interfaces, data conversion, configuration modifications, and online customizations. Liaison with business product leads when enterprise level communication is required regarding a system outage (in alignment with ITS major incident processes) or new releases.
• Develop test plans and directly participate (but not wholly own) Unit, System, Integration, and Quality Assurance (QA) testing. Create and/or update standardized Enterprise Application team documentation (systems topology documents, data flows, etc...) as required. *
• Primary responsibility for production of SLA level reporting and uptime metrics to key constituencies for Taleo and PowerSchools Reflect and Learn. Keep current regarding industry trends in SaaS vendor management and technologies in order to recommend the best solutions for CPS.
• Supervise other HRIT team members as required, and coordinate with other ITS support units as required to enable solution delivery.

In order to be successful and achieve the above responsibilities, this position must possess the following qualifications:
Education Required:
• Bachelor's degree from an accredited college or university in Computer Science, or Management Information Systems, or related field is required.
Experience Required:
• Minimum of five (5) years of experience in architecting and designing complex IT solutions including on Oracle Cloud stack including the following:
• Minimum of two (2) years of experience in a supervisory role responsible for leading a team
• Minimum of two (2) years of experience managing small to large scale projects or equivalent knowledge and experience with business processes consistent with those followed at CPS.
• Minimum three years (3) years of experience with enterprise application management experience (user or configuration based)
• Minimum three (3) years of experience working directly for or in support of the Human Resources or Talent Management department.
• Experience with modern development and testing techniques such as continuous delivery and continuous integration.
• Full-life cycle end-to-end experience as an Oracle Fusion Solution Lead implementing Oracle Fusion Financials, and Procurement Cloud Services preferred.
• Experience in Education (K-12) Oracle Fusion Cloud Implementation, preferred.
Knowledge, Skills, and Abilities:
• Demonstrated knowledge required to leverage Oracle Integration Cloud (OIC) to design and implement cloud and on-premises application integrations.
• Knowledge in planning Cloud instance strategy for SaaS and PaaS solutions.
• Ability to design and implement Commercial Off The Shelf Packaged SaaS solutions.
• The candidate should have a broad business background and good interpersonal communications skills and a thorough understanding of Oracle Fusion Cloud HCM related modules.
• Ability to quickly understand the business requirement and to design solution concepts
• Excellent analytical and problem-solving skills.
• Knowledge in multiple business processes, ability to architect and design technology solutions and manage cross functional teams, projects, vendor management.
• Strong focus on best practices, methodologies, detailed documentation, thorough testing, procedures/standards, and quality assurance
• Ability to manage service level agreements (SLA's) and drive vendors to related compliance.
• Ability to translate functional requirements into technical specifications
• Ability to analyze business problems and advocate best solutions
• High integrity and honesty
• Excellent oral and written communication, organizational, and interpersonal skills
• Strong understanding of proper change management procedures and the Software Development Life Cycle.
• Understanding or Certification in PMI Project Management Body of Knowledge (PMBOK) and/or ITIL service framework.
• Knowledge of principles and strategies in data warehousing, data analysis and reporting tools
Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
• Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
