Job Summary:
Halvik Corp delivers a wide range of services to executive and independent agencies, and they are seeking an experienced Senior Technical Project Manager to lead a federal data modernization program. This role involves overseeing the delivery of a complex data warehouse modernization effort, ensuring alignment with customer priorities and technical objectives.
Responsibilities:
• Provide overall leadership for the complete lifecycle of the DataMart modernization program. Serve as the primary point of contact with the Government, including the COR, program stakeholders, OCIO, infrastructure teams, security stakeholders, and other contractors.
• Lead and coordinate multiple parallel technical workstreams, including data warehouse modeling, ETL/data pipeline migration, data governance, report analysis, Tableau dashboard redevelopment, UAT, training, and transition activities.
• Develop, maintain, and present the Agile delivery plans, release schedule, resource plan, staffing plan, risk register, dependency log, and status reporting cadence.
• Champion Agile delivery practices, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, stakeholder demos, and continuous improvement activities.
• Drive disciplined coordination across stakeholder organizations to resolve dependencies, manage risks, and maintain delivery momentum.
• Establish and enforce technical delivery practices, quality controls, documentation standards, and governance processes aligned with customer expectations, Halvik delivery standards, and federal compliance requirements.
• Manage resource allocation and team utilization, ensuring the right technical skills are aligned to the right work at each phase of the program.
• Support customer adoption through stakeholder engagement, demonstrations, feedback loops, training coordination, and transition planning.
• Represent Halvik as a trusted delivery leader and strategic advisor to the customer, ensuring the program delivers measurable business value and strengthens Halvik's partnership with the customer.
Qualifications:
Required:
• BS degree in Computer Science, Information Technology, Engineering, Business, Data Analytics, or another related scientific, technical, or management discipline.
• Ability to obtain and maintain a Public Trust clearance.
• 10+ years of large-scale IT project management experience.
• Demonstrated experience managing data, analytics, cloud, software development, BI/reporting, or enterprise modernization programs.
• 4+ years managing IT projects using Agile methodologies and practices.
• Demonstrated experience managing project roadmaps, integrated schedules, sprint plans, release plans, risk registers, resource plans, status reports, and executive-level delivery briefings.
• Strong understanding of modern cloud data platforms, data warehouse modernization, ETL/data pipeline migration, BI/reporting modernization, and data governance concepts.
• Ability to communicate effectively with both technical and non-technical audiences, including the ability to translate complex technical topics into business value, delivery implications, risks, and decision points.
• Resource management experience, including aligning skill sets with tasks, balancing technical workloads, managing staffing needs, and supporting recruiting/onboarding activities.
• Strong stakeholder management, facilitation, problem-solving, conflict resolution, and consensus-building skills.
• Experience managing cost, schedule, scope, quality, risk, and customer satisfaction on IT programs, preferably for federal customers.
Preferred:
• PMP certification
• Familiarity with technologies such as Databricks, Tableau, OBIEE, Oracle Data Warehouse, Informatica, AWS, Azure, data lakes, medallion architecture, Delta Lake, Unity Catalog, or comparable data modernization platforms.
• Experience managing migration from legacy BI/reporting platforms to modern visualization tools such as Tableau or Power BI.
• Experience with Databricks medallion architecture, cloud-native ETL, data governance, data quality, and data lineage concepts.
• Experience with Jira
• Certified Scrum Master, SAFe, PMI-ACP, Databricks, Tableau, or related certifications.
• 5+ years managing complex system implementation or modernization programs for the federal government.
• Experience in leveraging AI tools (LLMs, agents) to augment and accelerate the development and testing processes.
