Job Description

The Senior ManagerPurchase Card Program Support is responsible for management and supervision of the contractor team providing oversight and support services to the Purchase Card Program of the National Institue of Health (NIH), on-site quality control, review and approval of working papers, and adherence to applicable standards.  

The contractor purchase card support services team reviews 100% of NIH's purchase card transactions on a regular basis to determine if compliance is met and what transactions would require further review (due to inconsistencies or non-compliance) through a Targeted Review Process and/or an On-Site Review.  

On an anuual basis 10% of the Cardholders and the Card Approving Officials will be selected for a compliance review and asseessment of all purchases made by those Cardholders and Card Approving Officials for a 3 month time period.  The Senior Manager will provide leadership and guidance to the Senior Purchase Card Consutant in conducting this review to meet all requirements and expectations.  These reviews will be conducted at the NIH facilities mainly in Washington DC, but also at facilities in North Carolina and Montana.  

The Senior Manager is also responsible for ensuring excellent coordination and program administration support are provided to the NIH A/OPC (Purchase Card Program Manager) in various support activities including but not limited to:  assisting with revising, updating, and implementing NIH Purchase Card policies; attending/assisting the A/OPC with planning the NIH Institutes and Centers' (IC's) Purchase Card Coordinator's meetings; preparing briefings and presentations; assist in data calls by the OMB, GSA, DHHS, OIG, the NIH Office of Management and other external and internal offices; developing and updating traning materials in accordance with OMB Circular A-123, Appendix B Charge Card Abuse Program Prevention Act; assist with the training of annual refresher training classes.  

The Senior Manager is responsible for issuing monthly activity  reports on the first day of the month and scheduling regular status meetings with the COR and staff.  The Senior Manager is also responsible for submitting an annual report on October 5th of each task order year. The Senior Manager is considered a Key Personnel for the contract.

Qualifications

The Senior Manager, Purchase Card Program Support must have strong leadership, project management, analytical, interpersonal, communications (verbal, written, and presentation), and organizational skills and be able to provide day-to-day management, planning, and guidance to the Purchase Card Program Support Team.  

Must have work experience and knowledge of the FAR, HHS Acquisition Regulation (HHSAR), GSA-Government-wide SmartPay Purchase Card Program, and relevant laws, regulations and agency policies and procedures that govern the NIH Purchase Card Program.  

Must demonstrate experience in compliance auditing and be certified in auditing.  Must have analytical, regulatory, assessment and project management skills and experience to ensure all contract requirements, objectives and deliverables at met on time with 100% contract compliance. 

The Senior Manager must possess at least a Bachelor's Degree with at least 8 years management experience in procurement and specifically in purchase card programs and oversight of accounting and financial practices, such as decribed in the the job functions of this position.  

Should have a working knowledge of the relevant Federal regulations, policies and guidelines particularly with regards to FAR, GSA, OMB, and DHHS, and also the Government Charge Card Abuse Prevention Act of 2012.  

The Senior Manager must be able to use an approved data analysis tool and comply with NIH OIT Certification and Accreditation (C&A) standards.  Significant knowledge and working experience with Microsoft word, excel, relational databases, and data mining and minipulation are required.
