POSITION: Proposal Manager (Senior)

CLEARANCE: Active Department of Defense (DoD) SECRET Clearance or ability to obtain one. Eligibility for (DoD) Top Secret Clearance.

QUALIFICATIONS:

Education:
Bachelor's degree in English, Communications, Journalism, or related discipline.

Shipley certification.


Required Experience:

Minimum of 8-10 years of experience as a Proposal Writer and Proposal Manager.

Demonstrated experience managing the entire Federal proposal process (planning, writing, production) and managing the proposal team.
Demonstrated proficiency in Microsoft Excel, PowerPoint and Word.
Strong organizational, verbal, written and interpersonal communication skills.
Ability and willingness to work evenings and weekends during time constrained proposal activities.
Experience developing compliance matrices, proposal templates, proposal schedule, and other companion documents for proposal writing.
Proven experience working with various staff on proposal/capture efforts to understand the desired solution and ensure that it meets customer requirements.
Attention to detail during all proposal phases, with emphasis on editing and production.


Desired Experience:
Knowledge of automated graphics software (e.g., Adobe Photoshop).
Travel: 0-10%


PRIMARY DUTIES:

Coordinate with CEO, COO and Contracts Manager to qualify, track and pursue opportunities.
Coordinate with teaming partners and participate in bid/no-bid meetings as well as opportunity analysis to determine appropriate capabilities fit and maximize probability of win.
Transform capture strategies into aligned proposal strategies and themes.
Identify, research, and understand section response requirements from response matrix and bid request.
Maintain file of corporate employees' resumes and resume cameos for use in Personnel or other proposal sections and help employees tailor resumes to the specific Request for Proposal (RFP) requirements.
Lead efforts to develop and distribute a proposal compliance matrix, schedule, and kickoff briefing.
Perform compliance check to ensure fulfillment of all RFP requirements prior to proposal submission.
Develop and review storyboards, graphics and section drafts to ensure all RFP requirements are adequately addressed within page allocations.
Supervise production, editing, and finalization of graphics to enhance proposal themes and messages.
Prepare for and conduct color team meetings and execute resulting recovery efforts to improve proposal drafts through final version.
Estimate Level of Effort (LOE) through development of hours to task tables.
Coordinate with teammates (Prime and Sub) to establish or meet data call deadlines and ensure appropriate match between employee qualifications and customer requirements.
Evaluate proposal technical sections for storytelling quality, consistency, coherence, clarity, and compliance with technical requirements and for alignment with solutions and themes.
As Prime contractor, schedule, lead and recover from all color team reviews and keep proposal team informed of next steps. As subcontractor, meet all deadlines and participate in color team reviews.
Produce and deliver (IAW RFP instructions) a final compliant proposal.
Consult, adhere to, maintain, and update corporate Business Development and Proposal Guide.
Employ best business practices in proposal development in (1) process execution; (2) schedule; (3) past performance; (4) pricing / price to win research; (5) hot buttons and win theme development; (6) graphics conceptualization and development; (7) proposal structure and content; (8) proposal style and readability; (9) team communication; and (10) leading pre-RFP solutioning sessions with staff and teammates.
Assist Team leaders with Management of existing contracts.
