Job description

Position Summary:

The Delivery Manager is responsible for planning, organizing, and managing resources to ensure the successful execution and delivery of program objectives within scope, schedule, and budget constraints. This role coordinates across program teams, functional leaders, subcontractors, and support personnel to drive operational performance, customer satisfaction, and successful project outcomes. Responsibilities include overseeing delivery activities, managing program risks and dependencies, monitoring performance metrics, and supporting financial and resource management activities, including elements of budget and P&L accountability.

This position leads teams in the development and implementation of new processes, operational plans, and delivery standards that support program and organizational objectives. The Delivery Manager addresses complex operational and program challenges that may impact multiple projects, customers, or functional areas, requiring strong analytical, problem-solving, and leadership skills. The role works collaboratively across technical and business teams to develop effective solutions, improve operational efficiency, and ensure successful program execution and delivery performance.

Key Responsibilities:

  • Own end-to-end delivery of technical projects and initiatives across the program while tracking KPIs (e.g. On-Time Delivery, quality performance)
  • Drive planning, execution, and tracking of work using Jira or other software tools
  • Manage and maintain delivery backlogs, boards, workflows, and reporting structures
  • Break down high-level requirements into technical tasks
  • Identify and manage risks, dependencies, and blockers (e.g. supply chain)
  • Collaborate with engineering teams to ensure work is properly scoped
  • Act as primary interface between technical teams and stakeholders
  • Track and report delivery metrics (velocity, throughput, cycle time)
  • Continuously improve delivery processes
  • Ensure adherence to governance and reporting standards

Required Qualifications:

  • Bachelor's degree with 8+ years of prior relevant experience or Master's degree with 6+ years of prior relevant experience.
  • Experience as a Technical Delivery Manager or similar role
  • Strong Jira experience for planning and reporting
  • Experience managing cross-functional technical teams
  • Technical background (DevOps, engineering, infrastructure)
  • Excellent leadership, communication, and stakeholder management skills.
  • Active SECRET Clearance is required

Preferred Qualifications:

  • Confluence experience
  • Agile framework familiarity
  • Enterprise delivery experience
  • Release management
