Job description

POSITION SUMMARY
The Manager of Learning Operations & Technology is responsible for the strategy, governance, and operational excellence of AtlantiCare's enterprise learning technology ecosystem, with primary ownership of Oracle Learning within Oracle HCM Cloud.
This role serves as both a people leader and technical product owner, overseeing LMS administration and a team of systems trainers (e.g., EHR and Revenue Cycle), while ensuring learning technologies, integrations, and data processes effectively support workforce readiness, regulatory compliance, and operational performance across the organization.
The Manager partners closely with Learning & Development, HRIS, Information Technology, Compliance, and clinical/operational leaders to deliver scalable, reliable, and user-centered learning solutions. This role drives continuous improvement through automation, analytics, and system optimization, and plays a key role in advancing AtlantiCare's digital learning strategy.
ESSENTIAL DUTIES AND RESPONSIBILITIES
People Leadership & Team Development
  • Lead, coach, and develop a team including LMS administration and systems trainers supporting enterprise platforms (e.g., EHR, Revenue Cycle).
  • Establish clear roles, performance expectations, and development plans aligned to organizational priorities.
  • Ensure effective support models for both learning systems and operational training delivery.
  • Partner with operational leaders to align training resources with business and clinical needs.

Learning Technology Platform Ownership
  • Serve as the product owner and technical lead for Oracle Learning within the Oracle HCM ecosystem.
  • Architect, configure, and continuously optimize platform functionality, including user access, learning assignments, certifications, and content structure.
  • Ensure a high-quality learner and administrator experience through system performance, usability, and reliability.
  • Act as the escalation point for complex system issues involving configuration, data integrity, and platform functionality.

Integrations, Automation & Technical Operations
  • Own and oversee inbound and outbound integrations supporting learning operations, including APIs, data flows, and connectivity with Oracle HCM modules, identity management/SSO, ServiceNow, and other enterprise platforms.
  • Design and maintain automated workflows using Microsoft Power Automate and related tools to improve efficiency and reduce manual processes.
  • Partner with HRIS and IT to ensure system stability, security, and alignment with enterprise architecture standards.
  • Provide oversight of integration health, error handling, monitoring, and documentation.

Data, Reporting & Analytics
  • Develop and deliver dashboards and reporting that provide actionable insights on learning compliance, adoption, platform utilization, and operational performance.
  • Ensure data accuracy, consistency, and integrity across learning systems and integrations.
  • Support audit, accreditation, and regulatory reporting requirements through reliable and well-governed data processes.
  • Use data to identify opportunities for system and process improvements.

Governance, Compliance & Vendor Management
  • Establish and maintain governance frameworks for learning technology, including configuration standards, documentation, change management, testing protocols, and release management.
  • Coordinate with Oracle and other vendors to manage system enhancements, defect resolution, and roadmap alignment.
  • Ensure learning systems and processes meet regulatory, compliance, and accreditation requirements, particularly within a healthcare environment.

Project Leadership & Continuous Improvement
  • Lead system implementations, upgrades, and enhancements, including data migration, content mapping, testing, and launch readiness.
  • Maintain SOPs, system documentation, and knowledge base resources to support operational consistency and scalability.
  • Drive continuous improvement initiatives to enhance system performance, streamline operations, and improve the learner experience.
  • Support the broader Learning & Development function with technical expertise, troubleshooting, and system guidance.

Preferred Qualifications
  • Experience supporting Oracle Learning within Oracle HCM Cloud.
  • Experience leading training teams supporting enterprise systems (e.g., EHR, Revenue Cycle).
  • Experience with Microsoft Power Platform tools, including Power BI and Power Apps.
  • Experience with ServiceNow integrations, identity management, and SSO platforms.
  • Experience in a healthcare or highly regulated environment.
  • Experience with system implementation, migration, or transformation initiatives.
  • Relevant certifications (e.g., Oracle HCM, Microsoft Power Platform, API development, or related)

WORK ENVIRONMENT
This position requires periods of sitting, standing, walking, and light lifting. Works with standard office equipment such as computer, printer, copier, and fax machine.
