The IT Manager serves as a key leader responsible for the direction, coordination, and continuous improvement of the cooperative's technology environment. Based at UCEMC's Corporate Office in Carthage, this position provides leadership over the systems, infrastructure, and technology resources that support daily operations across the organization.
This role oversees network, hardware, software, database, cyber security, and communications systems while also helping shape the cooperative's long-term technology strategy. The IT Manager partners with leadership to assess infrastructure and operational needs, evaluate alternatives, develop practical recommendations, and guide technology decisions that support service, security, efficiency, and reliability.
The IT Manager leads annual technology goal setting, capital planning, disaster recovery planning, and the development and enforcement of IT standards related to hardware, software, cyber security, office productivity tools, internet access, security, and change management. This position also oversees the acquisition, installation, and maintenance of local and wide area network hardware and software and helps ensure technology resources are aligned with organizational priorities.
This is an opportunity for a thoughtful, service minded leader who can balance day to day operational oversight with strategic thinking, sound judgment, and continuous improvement. The position reports directly to the Executive Vice President of Member and Community Engagement and requires travel to UCEMC district locations in Carthage, Gainesboro, Livingston, and Cookeville.
Job Requirements:
  • Bachelor's degree in Computer Science, Information Technology, Engineering, Mathematics, or related field required
  • Microsoft and/or Cisco certifications strongly preferred
  • Minimum five years of IT management experience required
  • Demonstrated ability to define infrastructure and operational needs, assess alternatives, and communicate sound recommendations
  • Experience developing technology goals, cyber security goals, implementation plans, and financial projections
  • Working knowledge of WAN, WLAN, and LAN environments
  • Remote connectivity knowledge and troubleshooting experience
  • Experience with phone systems
  • Website design experience required
  • Strong understanding of IT standards, security practices, internet access, and change management
  • Excellent communication and leadership skills
  • Ability to work a flexible schedule as needed, including some nights and weekends
  • Valid Tennessee Class D driver's license or ability to obtain

Position Title: Information Technology (IT) Manager

I. Principal Objectives of Position
Responsible for managing the cooperative's Information Technology infrastructure. Applies systems analysis techniques and procedures, including consulting with users, to determine hardware, software, or system functional specifications. Oversees the development of computer programs and systems. Evaluates user and system hardware and software needs. Develops long and short-term goals for the department. Installs and maintains networking equipment and communications systems, including both hardware and software. Ensures the stability and security of the LAN/WAN. Supervises IT projects and staff. Implements strategic solutions that adhere to the cooperative's objectives.
II. Essential Duties and Job Responsibilities
A. Observes UCEMC safety rules, procedures, safety policies, and bulletins.
B. Recommends, designs and develops configuration for the UCEMC Wide Area Utility Network utilizing appropriate WAN technologies and programs its routers, switches, firewall devices, and microwave termination equipment.
C. Assists with the maintenance of corporate telephone communication systems. Maintains and programs phone switches.
D. Oversees the reliability and security of the IT infrastructure, including LAN/WAN, hardware, software, and mobile computing devices and data.
E. Develops, reviews, and maintains Information Technology policies and procedures.
F. Provides leadership in the preparation of the cooperative's annual IT budget.
G. Develops requirements, outlines, budgets, and schedules for Information Technology projects.
H. Coordinates the development and implementation of the IT Disaster Recovery Plan.
I. Ensures an efficient and timely support system in place to resolve employee technical issues.
J. Manages IT staff, including scheduling, training, and supervision.
K. Holds regular meetings with IT staff to review and ensure strategic goals are being accomplished.
L. Manages IT hardware, software and communication vendor relationships.
M. Supervises an organized inventory of the cooperative hardware, software, and mobile computing devices, including Smartphone and tablets.
N. Provides continuous education and instruction to employees on essential technical issues.
O. Assists with the development, design, and maintenance of the Cooperative's website.
P. Designs and manages Cooperative's Intranet site, to include:
Supervising and maintaining SharePoint sites.
Providing training to employees, as necessary.
Q. Supervises end user software implementation to include:
Approving, budgeting, and installing software on end user computers.
Providing technical support for software and data related issues.
R. Supervises security of Cooperative's software and data to include:
Deploying software updates and patches along with antivirus software and definitions.
Establishing Cooperative's guidelines for proper Internet access and usage.
Providing input and ideas for the physical security of Cooperative buildings to assure Cooperative's data is not accessed or compromised.
S. Manages data on Cooperative's network, to include:
Assuring Cooperative's data is organized and protected against accidental or deliberate loss through adequate backup procedures.
T. Researches, evaluates and recommends emerging technologies that might enhance cooperative objectives.
U. Provide backup assistance with the management and support for the Cooperative's Wide Area Network (WAN) and telephone communication system.
V. Responsible for setup, management, inventory and support of mobile devices (smart phones and tablets).
W. Maintains strict confidentiality of sensitive information; immediately alerts Executive Vice-President of Community & Member Engagement of potential and suspected breaches, Monitors technology systems to
protect UCEMC and its employees from technology-related threats, breaches or exposure to inappropriate material
III. Skills and Abilities
A. Must possess (or obtain within six months of hire date) and maintain a valid class "D" Tennessee operator's license and be able to safely operate assigned vehicle.
B. Must be able to work efficiently with limited supervision.
C. Must be certified in basic first aid and CPR in accordance with Cooperative policies and procedures.
D. Must possess the ability to analyze and resolve problem areas quickly, and make timely decisions.
E. Must have the ability to communicate professionally and effectively, both orally and in writing.
F. Must be able to work independently, organize and prioritize work, and manage time effectively.
G. Must have the ability to create support and provide leadership for implementation of new ideas and technologies.
H. Must be able to work with cooperative employees at various levels.
IV. Physical Requirement (must be able to) (reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.)
Visual Acuity, manual dexterity, hearing, standing, walking, sitting, stooping, bending, squatting, lifting and carrying up to 20 pounds, twisting, balancing, kneeling, crouching and climbing.
V. Working Conditions:
Must work a minimum of eight hours a day, five days a week.
Must accommodate erratic working hours and pressure to meet various deadlines.
Primarily works within office with frequent interruptions and use of computer.
Occasionally travels to district offices.
Occasionally travels to meetings, to include overnight, outside of UCEMC service area.
VI. Knowledge
Must have knowledge of policies, procedures, and operating bulletins applicable to Cooperative's information technology.
Must possess knowledge of applicable software and equipment.
VII. Internal Contacts
Maintains on-going communication with the Executive Vice-President of Community & Member Engagement and other members of the Executive Department, as well as other Cooperative personnel, to ensure appropriate personnel are informed of relevant activities, events and issues.

IX. Minimum Qualifications
Education
Minimum of a Bachelor's degree with a major course of study in Computer Science, Information Systems, Engineering, or Mathematics is preferred, with additional continuing education or training in fields related to Computer Science. Certification in Microsoft and/or Cisco Programs and courses in database programming is preferred. (Exceptional favorable work experience may be considered for a portion of the education requirements.)
X. Experience
Minimum of three years applicable experience working with PCs, Ethernet networks, and other Computer Technologies and networking to include experience in designing websites is preferred. (Exceptional favorable education may be considered for a portion of the experience requirements.)
