The Department has several divisions and operational groups, each with its own area of expertise, including Education and Outreach, Communications, Legislative and Policy, Legal, Drug Control, Foods and Standards, License Services, Investigations, Gaming, Liquor Control, and Occupational & Professional Licensing and Operations.\r\n\r\n\r\nTHE ROLE\r\n\r\n\r\nThis position will oversee all functions within the DCP Business Office, including Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, Budgeting, and anything else that might apply. This position will be responsible for overseeing the new standalone unit that previously operated in conjunction with DAS as aSmall Agency Resource Team (SmART)agency. This position will lead the transition of all Business Office functions from DAS over to DCP, with the exception of Payroll. This position will be responsible for setting up new procedures specific to DCP, including purchasing/P-Card, Assets, Travel, etc. This position will be responsible for preparing all budget information required by the Office of Policy and Management (OPM)during budget periods and submitting the monthly Comprehensive Financial Status Report (CFSR), among other budgetary tasks. \r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n Monday - Friday(may include some nights and weekends)\r\n Full-time (40 hours per week)\r\n First shift\r\n Location: Hartford, CT\r\n Hybrid position (telework and in office)\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in a combination of fiscal administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal and administrative functions are attached.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
\r\nOne (1) year of the General Experience must have been supervising professional level staff.\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a Fiscal/Administrative Supervisor or Budget Specialist.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.\r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience with CORE including Financial Modules and all Microsoft Office suites\r\n Experience supervising employees with varying job duties and responsibilities\r\n Experience with Purchasing, Accounts Payable, and Accounts Receivable\r\n Experience with Budgeting and Fixed Assets\r\n Experience with streamlining processes and procedures\r\n\r\n
