Gunnison is seeking a Proposal Manager who will work with Gunnison's business development team and operating divisions to plan and deliver major proposals to a wide range of Government clients including both Civilian and DoD customers. This position is a highly visible role that works closely with senior leadership, capture personnel, and operations management to write, edit, review, and produce winning proposals typically valued between $20M - $250M.

JOB DUTIES AND RESPONSIBILITIES:

  • Lead and manage the overall proposal development process from pre-proposal phase through proposal submission and close-out.
  • Analyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirements.
  • Develop proposal sections, as appropriate for both technical and non-technical areas, including tech approach, management, past performance, and staffing.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirement are well-articulated and consistent throughout final proposal documents.
  • Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions.
  • Develop and manage to the schedule for all color reviews and final production.
  • Serve various functions, as required, throughout the proposal process (compliance matrix developer, section author, draft reviewer, red team reviewer, subcontractor interface, etc.)
  • Coordinates with graphic designers to conceptualize, develop, and integrate compelling proposal graphics that convey concepts and proposed solutions to enhance proposal documents.
  • Remains current on all solicitation modifications/Q&A and communicates them to the team; Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle
  • Monitor development of the business/pricing proposal to ensure it is on track and in sync with the technical proposal.
  • Manage or support preparation for interviews/oral presentations, as needed.
  • Will often manage more than one proposal at once.
  • Work to continually assess and improve proposal processes and techniques.

REQUIREMENTS:

  • Bachelor's Degree
  • 6+ years of proposal management experience with at least 3 years of Federal Government proposal management, support, and/or writing experience.
  • Significant experience with all aspects of proposal preparation, development, and production; Proven track record of leading the development of successful, high quality, high scoring proposals.
  • Ability to develop compelling themes, discriminators, and messaging to communicate value proposition.
  • Ability to prioritize and manage several projects simultaneously: able to be hands-on as well as strategic.
  • Experience implementing standard proposal processes or procedures.
  • Strong organizational skills, initiative, and commitment to high-quality work
  • High level of attention to detail
  • Excellent verbal, interpersonal, and written communication skills
  • Ability to multi-task in a fast-paced environment; collaborative and productive work style
  • Ability to work with all levels of internal staff, as well as teaming partners.
  • Ability to work to meet deadlines (nights, weekends, and holidays, at times)
  • Strong proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint)
  • Proficiency in the use of SharePoint to manage proposal artifacts.
  • *APMP Certification a plus
