Job description

The Sr. Human Resources Manager is a strategic and operational leader responsible for developing, executing, and continuously improving a scalable HR infrastructure that supports Synensys’ growth and federal contracting portfolio. This role oversees all core HR functions, including talent acquisition, employee relations, performance management, compensation and benefits, compliance, and learning and development, while serving as a trusted advisor to executive leadership. The Human Resources Manager plays a critical role in supporting Business Development and Operations by enabling compliant staffing for federal contracts, supporting proposal development through labor category alignment and resume development, and ensuring workforce readiness across the contract lifecycle.

YOUR ROLE
  • Collaborate with executive leadership to develop and implement HR strategies, policies, and initiatives aligned with business objectives, growth plans, and company culture.
  • Lead and manage HR programs across the full employee lifecycle, including recruiting, onboarding, performance management, employee relations, and professional development.
  • Provide strategic oversight across the recruiting lifecycle to ensure timely hiring of qualified personnel to meet federal contract requirements.
  • Manage onboarding processes to ensure completion of all documentation, background checks, clearances, and contractspecific training prior to employee start dates.
  • Develop and maintain workforce planning and succession strategies to support both nearterm contract surge needs and longterm organizational growth.
  • Serve as the primary point of contact for employee relations matters, including performance concerns, conduct issues, and conflict resolution.
  • Conduct or oversee investigations into employee complaints and grievances in compliance with company policy and applicable employment laws.
  • Ensure compliance with federal, state, and local employment laws, including SCA, DavisBacon Act, EEO, FAR/DFARSrelated HR requirements, and other GovCon regulations.
  • Prepare and submit required regulatory and compliance reporting (e.g., EEO1, VETS4212, OFCCP documentation) and support audits as needed.
  • Advise leadership on changes to labor laws, regulatory requirements, and risk mitigation strategies.
  • Administer and continuously improve performance evaluation processes to promote consistency, accountability, and employee development.
  • Support compensation strategy development, including salary administration, labor category benchmarking, and alignment with contract constraints and pricing models.
  • Support annual strategic planning and organizational development.
  • Support employee training planning, programming, and tracking management.
  • REQUIREMENTS
  • Bachelor’s degree in Human Resources, Business Administration, or a related field (required).
  • 710+ years of progressive HR experience, including demonstrated leadership responsibility; experience in government contracting strongly preferred.
  • Strong working knowledge of federal and state employment laws, including FMLA, ADA, FLSA, EEO, and GovConspecific labor regulations.
  • Experience supporting federal proposals, contract staffing, labor category mapping, or compensation analysis preferred.
  • Proficiency with HRIS/Employee Management Systems and Microsoft Office applications.
  • Excellent interpersonal, communication, and influencing skills with executive presence.
  • U.S. Citizenship and ability to obtain a government clearance if required.
