About the Role

CivilityMS is seeking an experienced Project Manager to support a large-scale federal financial management and accounting operations program supporting U.S. Customs and Border Protection (CBP).

The Project Manager serves as the primary point of contact for contractor workforce management and operational execution. This position is responsible for recruiting, onboarding, supervising, and retaining a large workforce supporting payroll operations, accounting services, financial reporting, revenue management, travel operations, and financial systems support activities.

The ideal candidate possesses strong leadership skills, experience managing federal support services contracts, and a demonstrated ability to recruit, retain, and develop high-performing teams in deadline-driven operational environments.

Minimum Qualifications

• Bachelor's degree from an accredited college or university

• Minimum four (4) years of supervisory or personnel management experience

• Experience supporting Federal Government contracts

• Demonstrated ability to recruit, interview, onboard, and retain professional staff

• Experience managing employee performance, attendance, scheduling, and workforce planning

• Strong written and verbal communication skills

• Strong organizational, problem-solving, and customer service skills

• Proficiency with Microsoft Office applications including Excel, Outlook, Word, and Teams

Preferred Qualifications

• Experience supporting DHS, CBP, Treasury, USDA, or other federal financial management organizations

• Experience managing contracts with large staffing populations

• Experience supporting accounting, payroll, financial reporting, or financial operations environments

• Project Management Professional (PMP) certification

• Experience managing teams of 20+ personnel

• Experience supporting recruiting and workforce management in cleared or suitability-based environments

Responsibilities

• Serve as the primary contractor point of contact for workforce management activities

• Lead recruiting, interviewing, onboarding, and staffing efforts

• Maintain qualified candidate pipelines to support contract staffing requirements

• Supervise contractor personnel and coordinate workforce activities

• Monitor employee performance and address personnel matters in a timely manner

• Coordinate onboarding, badging, system access, and orientation activities

• Support contract reporting requirements and provide workforce status updates

• Coordinate overtime, staffing adjustments, and workforce planning activities

• Manage employee transitions, out-processing activities, and workforce continuity efforts

• Engage regularly with Government stakeholders to ensure successful contract performance

Security Requirements

Ability to successfully obtain and maintain DHS suitability and all required CBP background investigation requirements.

This position is contingent upon contract award.
