Job description

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Assistant, G-9/ Payroll Assistant Trainee, NS, position in the Office of Financial Management, Consolidated Business Office (CBO). The Consolidated Business Office, Consolidated Payroll Services Unit (CPSU) has two teams (upstate facilities and downstate facilities) responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities. The incumbent will be responsible for processing and verifying payroll transactions for two or more OMH facilities and may be required to assist other team members in completing payrolls according to established deadlines.

Specific duties may include, but are not limited to, the following: - Process all basic salary payroll transactions, direct deposits, deductions, taxes, miscellaneous payments and related material for OMH employees at designated facilities within established Office of the State Comptroller (OSC) deadlines. - Conduct pre-audits and post-audits of all payroll transactions, additional payments, and deductions. - Maintain accurate and complete records of payroll transactions and payments for each assigned facility.

- Communicate both written and verbally with facility payroll contacts, Office of the State Comptroller personnel, Central Transaction Unit personnel, and others, to relay payroll processing information and/or to resolve problems. - Provide customer service to facility liaison verbally and in writing regarding changes to current miscellaneous payments, taxes, direct deposit and/or deductions. Keep supervisor apprised of the status for their facilities payroll practices.

- Complete verification of employment forms received from various vendors according to strict deadlines as necessary. - Assist payroll supervisors with special payment processing. Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: Payroll Assistant Trainee (1 year traineeship equated to G-6 leading to a G-9): There are no minimum education or experience requirements to apply.

Payroll Assistant, G-9: One year of payroll experience, which included computing time worked, salaries, and deductions. Transfer Opportunity: Candidates must have permanent status as a Payroll Assistant, Grade 9, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law into Payroll Assistant, G-9. Additional Comments The Consolidated Business Office is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York

Free parking is available across the street. The salary listed applies to candidates appointed to Payroll Assistant, SG-9. The salary for candidates appointed to Payroll Assistant Trainee starts at $36,232 and, for current New York State employees, is based on the candidate's salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
