Job description

Position Summary

We are seeking an experienced Federal HR Staffing Specialist to provide full lifecycle staffing and recruitment support. This role will manage Federal hiring actions from recruitment intake and job analysis through vacancy announcements, qualifications review, certificate issuance, job offers, and personnel action processing.

Responsibilities
  • Provide cradle-to-grave Federal staffing and recruitment support.
  • Consult with hiring managers on recruitment strategies, including Merit Promotion, Delegated Examining, Direct Hire, Pathways, and special hiring authorities.
  • Develop job analyses, specialized experience requirements, competencies, and assessment criteria.
  • Draft and post Job Opportunity Announcements (JOAs) using automated Federal staffing systems.
  • Review applications and conduct eligibility and qualifications determinations using OPM standards and applicable Veterans' Preference requirements.
  • Prepare and issue certificates/referral lists and maintain required staffing documentation.
  • Coordinate tentative and final job offers, including pay-setting and recruitment/relocation incentive documentation.
  • Prepare, code, and process personnel actions for new hires, including applicable NOACs, legal authorities, pay, appointment, and position information.
  • Maintain accurate, audit-ready recruitment and staffing records throughout the hiring process.
Qualifications
  • 4 years of Experience independently performing full lifecycle Federal staffing and recruitment including: 
  • job analysis, JOAs, qualifications reviews, certificates/referrals, job offers, and coding/processing personnel actions.
  • Strong knowledge of OPM qualification standards, Federal staffing regulations, hiring authorities, and merit system principles.
  • Experience using automated Federal staffing systems.
  • Current Delegated Examining (DE) Certification preferred, but not required.
