Job description

Solvere Technical Group is looking for a Proposal Manager who specializes in creating and preparing company proposals, ensuring timeliness of submission and accuracy of data. The Proposal Manager is responsible for establishing and managing the proposal process in response to U.S. government solicitation requirements. The responsibilities will revolve around producing proposal management plans, devising strategies to identify and secure opportunities, technical writing, delegating tasks to individuals and partner companies, and processing data calls, schedules, and other challenges to support proposal submission deadline. This position requires the ability to work closely with the Capture Manager, operations/line organizations, SMEs, and functional departments (e.g., Contracts/Subcontracts, HR, Recruiting, Finance, Procurement) for proposal content, compliance, and format, while managing the proposal team's activities. The candidate may also produce progress reports and prepare presentations for clients or management in a company.

Responsibilities:

  • Continuously develop the proposal library including past performance, management approaches, and technical responses.
  • Manage proposal response cycle, from receipt of qualify leads to development of RFIs, RFQs or RFPs through to final product.
  • Manage development of responses to request for proposals (RFPs) and requests for information (RFIs).
  • Lead color team reviews of proposal strategies, storyboards, win themes and content according to Shipley proposal process.
  • Maintain version control throughout the RFP response lifecycle; ensuring proposal artifacts are secured at all times
  • Remain current on all solicitation modifications and communicates them to the team. Revise schedule, outline, and compliance matrix as necessary throughout the proposal life cycle.
  • Assist in management of the pipeline and post-award contract documentation.
  • Provide oversight of final proposal production, including desktop publishing, proofreading, editing, printing, and binding.
  • Coordinate proposal efforts with SMEs, contracts, contractors, subcontractors, finance, human resources, and sub companies.
  • Prepare business development and project-specific presentations utilizing Microsoft PowerPoint and various other graphic tools.
  • Monitor status of proposal development-relate documents for completeness, compliance with RFP requirements and inclusion of win themes and discriminators.
  • Deliver compliant, winning proposals and convincing RFIs.
  • Assemble and write design-build proposals, particularly for the DoD.
  • Direct continuing projects dedicate to CRM and operations from quote to order.
  • Direct tender, RFQ, and contract management processes in support of sales.
  • Set up of WBS structure and assign WBS responsibilities to team.
  • Assist in technical writing and proposal development with help from SMEs.

Security Requirement:

  • Must be able to pass a background check.

Minimum Qualifications:

  • 5(+) years relevant progressive experience with Bachelors in related field; or withHigh School Diploma and 8 years relevant progressive experience within government contracting industry.
  • Has led proposal management bids of $10M+ opportunities.
  • Knowledge of the proposal development life cycle and understanding of Shipley or other proposal development processes.
  • Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to the high-quality material.
  • Dynamic interpersonal skills to interact with all levels of management.
  • Excellent work ethic and excellent organizational, written, and verbal communication skills.
  • In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines.
  • Experience and knowledge of computer software including MS Word, Excel, Outlook, PowerPoint and basic Windows navigation.
  • Must be highly organized, able to manage multiple task assignments within a timely manner.

Preferred Requirements:

  • Bachelor's degree and 5-8 years of continuous proposal management experience.
  • Ability to coordinate off-site subcontractors and proposal team.
  • Familiarity with the use of proposal collaboration tools.
