Job description

Guardians of Honor is a small management consulting firm supporting the federal government since 1997 ( www.gohnow.com ).
Job Objective:
The Proposal Manager supports day-to-day activities associated with proposal development, writing, and management. The Proposal Manager must be highly organized and goal-oriented. This team member will work alongside our senior management to support the day-to-day activities related to capture, proposal writing, and other duties related to business development.
Proposal Management Tasks:
  • Support proposal development process to include coordinating entire lifecycle of proposal process (e.g., coordinate kickoff and subsequent meetings, track proposal development, and submit final proposals)
  • Develop and edit proposal compliance matrices, writing schedules, boilerplate, and proposal shells/templates
  • Tailor past performance tables for proposals
  • Draft past performance questionnaires for proposals
  • Format resumes for proposals
  • Facilitate color team reviews, mark-up proposal draft, and release actions after meetings
  • Assist with updating boiler plate proposal content
  • Create proposal content, and draft proposals with accurate, concise, customer-focused responses, ensuring strict adherence to RFP/RFQ requirements
  • Identify roles and responsibilities for writing the proposal and organize proposal assignments
  • Conduct compliance review and quality control for proposal submission
  • Work with business capture team to gather resumes, create organizational charts, and complete annex sections for technical proposals
  • Conduct in-depth review and quality control for proposal submission. Ensure proposal content aligns with requirements of RFPs
  • Communicate with technical team and proposal writers to ensure internal deadlines are met.
  • Manage production and delivery of proposals, including printing, formatting, and execution of bid documents with strict attention to submission requirements.
  • Provide supporting data to strengthen proposal
  • Oversee submission of final proposals for RFPs/RFQs/RFIs and Best and Final Offers.
  • Assist with updating/maintaining proposal and new business development materials
  • Generate technical white papers and respond to RFIs, RFPs, and RFQs
  • Attend weekly BD/Capture calls and opportunity review meetings, take notes, and update pipeline

Requirements
Competency (Knowledge, Skills, Abilities):
  • At least 6 years of experience directly relevant to this position
  • Strong understanding of the federal BD/Capture lifecycle and RFI/RFP process
  • Expert MS Word, Excel, PowerPoint, and Outlook skills
  • Expert proposal writing skills - for professional services proposals
  • Proficient in Acrobat, MS Teams, and Zoom
  • Graphic design and Desktop Publisher proficiencies are a major plus
  • Familiarity with GovWin, FPDS, and SAM.gov preferred
  • Exceptional interpersonal skills
  • Excellent communication (written and verbal) skills
  • Demonstrated experience working with senior staff and senior executives in fast-paced, high-stakes environment
  • Ability to work independently and within groups effectively
  • Must be able to work productively with minimal oversight
  • Must be solution oriented and take initiative to learn on the job
  • Exceptional organizational and time management skills, attention to detail, and ability to work under tight deadlines and manage competing priorities
  • Ability and willingness to work outside of normal business hours (only when necessary to meet deadlines)

Position type and expected hours of work: Full-time exempt position. Typical work hours are Monday-Friday, 40-60 hours per week. Some job activities may be required outside of typical workdays/hours. Overtime is expected during peak periods.
Travel: 20% local and regional travel, with overnight stays necessary
