Overview
We are seeking a Project Controls Specialist Energy - Remote. This remote position is based out of our Oak Ridge, TN office.
Your role
  • Supports a growing Commercial Nuclear Services business.
  • Applies strong cost estimating and scheduling skills.
  • Applies all project controls disciplines including cost estimating, risk management, scheduling, accounting and procurement interface, cost reporting and variance reporting to the team.
  • May include field experience supporting large nuclear projects, construction projects, and/or US Department of Energy projects.
  • Assists the Business Manager with earned value management, scheduling, cost estimating, cost analysis and control.
  • Supports the Business Manager with integrating project earned value data, project cost estimates, and schedules into a combined data source and working with them to ensure compliance of their processes.
  • Supports projects planning through development of project schedules and cost estimates; schedule maintenance activities; cost engineering analysis and control activities; monitoring that work is completed as scheduled and develops estimates using various sources.
  • Supports projects with varied and emergent tasks as needed, including tasks that might not be strictly project controls in scope.
  • Executes monthly reporting activities.
  • Assists with establishing and maintaining an Earned Value Management System (EVMS).
  • Supports proper control, tracking and cost accounting for project financials and cost alignment with the approved project Work Breakdown/Project Coding structure.
  • Assists with total project cost updates related to schedule/cost engineering and material control and develops supporting data for proposal development and contract negotiations. Reviews requirements related to determining total scope.
  • Developes project schedules of various levels, including summary, detailed and programmatic.
  • Coordinates and consolidates project schedules and data from multiple sources into the integrated project schedule.
  • Develops cost estimates of various types, including conceptual, order of magnitude, parametric and bottoms-up.
  • Develops or provides support and guidance in the development of Basis of Estimates and WBS Dictionaries.
  • Assists and supports reviews of all estimates for completeness and correctness prior to being submitted to management.
  • Supports scope changes to the Performance Measurement Baseline through the Baseline Change process.
  • Interfaces with designated management and project counterparts for specific planning and schedule tasks.
  • Provides project controls support related to the integration, control and management of projects; specifically, project planning and scheduling and progress management.
  • Implements and complies with policies, plans, processes, interfaces and reporting to organize and schedule project work, taking into account time and resource constraints.
  • Supports the project team with all aspects of the project planning and scheduling functions, including determining durations for the time phasing of the project baseline into the project schedule, management of an integrated schedule, development and updating of progress curves, performance curves and assessment of resources.
  • Coordinates vendor/ subcontractor requested quotes as related to specific WBSs of the estimate.
  • Promotes and contributes to synergy among teammates
  • Performs other duties as assigned.

About you
  • Bachelor's degree required or equivalent experience in Business or an equivalent technical degree.
  • Minimum of 3 years of experience in the field or related experience.
  • Effective organizational and interpersonal skills.
  • Effective written and verbal communication skills.
  • Effective coordination and integration skills.
  • Intermediate skills with MS Excel, MS Word, MS PowerPoint, with advanced Excel skills preferred.
  • Intermediate skills with Primavera P6 and MS Project software, with advanced Primavera P6 skills preferred.
  • Intermediate skills with InEight Estimator or similar cost estimating software.
  • Intermediate knowledge of federal government estimating practices and Federal Acquisition Regulations (FAR) helpful.
  • Intermediate skills with earned value management systems and reporting.
  • Some ability to develop cost estimates from various sources including engineering drawings, sketches, bills of materials, equipment lists, etc.
  • Ability to develop project schedules from all sources as required.
  • EVMS, Cobra or Primavera P6 certification helpful.
  • American Society of Professional Estimators (ASPE) and/or Association for the Advancement of Cost Engineering (AACE) International certifications preferred.
  • Project Management Professional (PMP) certification preferred.
  • Previous experience with large nuclear, environmental cleanup and/or construction projects preferred.
  • Previous experience with $10M+ construction project schedules preferred.
  • Previous experience with 3+ year project schedule for large projects preferred.
  • Previous experience with $100M+ construction cost estimates preferred.
  • Must be a U.S. citizen in order to be considered.

Additional information
Expected compensation range is between $72,000 - $120,000 annually depending on skills, experience, and geographical location.
