About this Role:
The main objective of a Director of Project Controls is to collect budget, schedule and cost data for projects, monitor ongoing schedule and cost activity, review and evaluate data to identify risks to performance and trends, and to develop a reporting regime for use to help ensure that projects are completed on time and within budget. The Project controls manager will be responsible for monitoring and collecting all project data developed and used by PM's CM's and contractors in the execution of the projects, including project schedules, planning, phasing and cost estimation.
Key Responsibilities:
  • Manages and ensures the reconciliation of program controls data with financial systems.
  • Utilizes existing project data systems to monitor, develop and record project data
  • Coordinates and provides leadership to Planning and Development Teams to establish and maintain data coding structures and project control tools
  • Gathers and tracks quality data used for budgets, contracts, change orders, trends and actual costs
  • Develops, implements and maintains a management reporting data base to produce program controls reports
  • Ensures regular and timely reporting of the projects progress to advise of any conditions that would affect timelines or costs
  • Provides feedback to ensure adjustments are made on a timely basis with minimal disruption to project
  • Promotes open communication and collaboration between all parties to ensure that projects are completed with minimal disruptions and delays
  • Maintains computerized project reports as dictated by the project and by the contractual obligations
  • Reviews, evaluates and recommends changes to project documents as required by project needs
  • Assists in the establishment of a master schedule to ensure that the project is completed within agreed upon time and cost constraint
  • Develops a master logistics plan to ensure projects can be executed without risk of impacts to/from other projects
  • Develops and maintains program controls procedures consistent with Company and client needs
  • Develops and provides program data reporting regimes to support a range of users including, PM's, management committees and leadership
  • Provides cash flow projections and forecasts to assist in managing to available cash
  • Review all commercial activities of a project, or operation, and the facilitation of such activity to ensure compliance is achieved.
  • Supports the development of the Project Controls execution Plan for the project and leads the Project Setup process in the Cost Control System.
  • Responsible for Cost Forecast and schedule in the project.
  • Interacts with Engineering and PM teams to make sure all changes are captured and processed.
  • Participates in Change order negotiations with Clients and estimates change order scenarios.
  • Supports internal and external audits, and project quality activities.
  • Support contract manager with the interpretation of T&Cs.
  • Guarantees the proper execution of Project Close-out.

Qualifications/Requirements:
  • Preferred Characteristics:
    • A professional accreditation in scheduling, construction, or project management
    • At least 8 years or more of construction including field experience
    • Experience in Aviation Projects helpful
    • Previous experience as an owner's representative
  • A minimum of ten (10) years' experience as a Cost Controller or Project Controls Manager in a construction environment on projects valued at $100M or greater
  • B.S. in Architecture, Engineering, Construction Management, Finance, Business or related field. An equivalent combination of education and experience may be substituted as appropriate
  • Requires knowledge of the principals of cost estimating, scheduling, finance and contract administration
  • Must have strong AEC Project analyst skills and project controls experience
  • Must have strong time and cost management skills, as well as strong quality management and procurement management skills
  • Ability to accurately interpret construction contractual documents and contract modifications.
  • Must possess strong communication management skills including proficient oral and written communication and presentation skills, as well as the ability to communicate effectively with wide variety of people with diverse background of all levels and disciplines
  • Must be able to develop and maintain positive, cooperative, team-oriented relationships with co-workers, supervisors, managers, clients and others in contact with the job.
  • Must have strong customer service orientation and assess customer needs and ensure delivery/receipt of service when appropriate
  • Able to efficiently and effectively handle multiple and shifting priorities
  • Strong working knowledge of MS Office products including Excel, Outlook, Word and PowerPoint. Experience with SharePoint is extremely helpful
  • Must also possess a demonstrated proficiency with project management tools, examples such as Prolog, Primavera (P6), eBuilder or Expedition/Contract Manager
  • Must have experience in calculating and reporting on Earned Value Management
  • Must have experience in Project Cost controls/analysis/reporting
  • Must have experience in Risk Management principles and practices
