Job description

RH White Construction Co. seeks Construction Project Controls Manager II for Auburn, MA. Duties include:
  • Manage and oversee all aspects of project controls for complex construction projects to ensure safety and quality.

  • Plan, develop, and lead implementation of project control strategies, manage budgets and schedules, and ensure compliance with industry best practices to achieve profitable performance for industrial, commercial, institutional and other construction services.

  • Plan, organize, manage, and direct execution of private and public construction projects valued at $25M+ in accord with project specifications, target deadlines, budget, quality, and safety requirements.

  • Manage contracting process from pre-qualification to closeout. Perform project pre-construction requisites including Bid Management, Request for Quotes, Requests for Information, Quote Management, buyouts, and purchase orders. Select construction procurement methods such as QBS (Qualification Based) or BVS (Best Value), contract pricing formats, and follow AIA contract selection requirements. Apply estimation knowledge for quantity takeoffs using Bluebeam software for construction plans and project specifications. Study specifications to determine necessary construction methods and resources, and recommend project delivery methods.

  • Based on contract specifications and requirements, prepare budget estimates to achieve cost-budget control employing break-even analysis, Earned Value Management (EVM), and estimation methods. Prepare and manage cost tracking, analyze budget variances, and recommend strategies to lower construction project costs. Evaluate budget impacts of construction approaches and alternatives including long and short term costs and environmental impacts.

  • Manage construction project schedules throughout contract lifecycle including development of project schedule, plan and procedures. Review project and cost reports to attain compliance with estimated costs, benchmarks, and timelines by:
    • Determining work timetables for construction project schedule, applying knowledge of Work Breakdown Structure (WBS) to define and estimate construction activity duration, techniques such as Critical Path Analysis, Parallelism, Resource Leveling and Continuous Monitoring to minimize bottlenecks and downtime, and tools such as Microsoft Project, Primavera P6 to identify and plan for contingent resource needs and risks.
    • Creating action plan to ensure scope and duration of tasks remain within project timelines, budget, and project path.

  • Develop and implement Construction Project Planning, Construction Risk, Quality Control, Documentation, and Reporting to manage all aspects of construction project to meet contractual specifications and quality standards applying knowledge of construction project management tools such as Procore and executing the following:
    • Preparing external and internal reports regarding job status, daily progress, issues, and deliverables.
    • Developing updated reports on construction project performance employing EVM using factors such as Planned Value (PV), Actual Cost (AC), Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI) and Schedule Performance Index (SPI).
    • Addressing construction issues and making recommendations regarding trade-offs in project scope, cost, and schedule to keep project on track.
    • Managing change request processes such as time and material change orders, interim approvals, and additional work authorizations.
    • Managing changes and risks that impact project delivery and success project, applying knowledge of quantitative risk identification and risk management techniques.
    • Ensuring project review process and other guidelines are followed to achieve optimal safety practices and regulatory compliance and adherence with company hazard procedures. Monitor and review safety practices throughout project lifecycle.

  • Serve as subject matter expert on project controls by:
    • Explaining contract terms and technical information such as Project Scope, Duration, Budget and Performance Criteria to stakeholders
    • Managing relationships w/project participants throughout project lifecycle.
    • Assessing organizational structure/ team and recommend develpmnt and efficiency opportunities.

Position requires Bachelor's Degree, or foreign equivalent, in Construction Management, Construction Management Technology or related field with 7 years' experience in construction management, including experience on industrial, commercial, and/or institutional projects Experience must include the following which may be gained concurrently:
  • 7 years of experience performing construction management for utility or energy infrastructure projects.
  • 7 years of experience using Primavera P6 for advanced construction management controls including resource management, cost tracking, project scheduling, progress measurement risk, and issue identification.
  • 7 years of experience as a subject matter expert in project controls, advising project managers and key stakeholders (including engineering, supply chain, and field operations teams) on integration of Primavera P6 schedules, best practices for controls and forecasting, and schedule optimization and reporting automation.
  • 7 years of experience managing multiple concurrent construction projects valued at $30 million USD or more, including client interfacing, contract oversight, and Project controls including schedule, cost, and resource management.
  • 7 years of experience preparing contract specifications, developing budget estimates, and performing cost analysis, including Earned Value Management (EVM), break-even and variance analysis, cost control strategies and recommendations to reduce expenditures, and evaluation of construction alternatives based on short/long-term costs and environmental impacts/
  • 7 years of experience developing performance reports using Earned Value Management (EVM) principles, including analysis using PV, AC, CV, SV, CPI, and SPI, and reporting on cost/schedule trends and recommending corrective actions.
  • 5 years of experience determining work timetables and creating construction project schedules, including use of Work Breakdown Structures (WBS), application of scheduling methods including Critical Path, Parallelism, Resource Leveling, and Continuous Monitoring, and utilization of Primavera P6 and Microsoft Project.
  • 5 years of experience utilizing project control and business intelligence software, including Tableau and Power BI for project dashboards and executive reporting
  • Travel and Telecommuting:
  • Travel required up to 20% of the time within New England
  • Position may be eligible for hybrid work, with up to 2 days per week remote and 3 days required in office.
  • Salary Range: $210K-$223K
