We are seeking a QA Manager to join our team and support our federal customer
The QA Manager will lead enterprise quality assurance strategy responsible for testing architecture, automation frameworks, release certification, regression testing, performance testing, and overall software quality management supporting all development and production environments. This role ensures system stability, transaction accuracy, and compliance with CMS testing and release standards.
*This position is contingent upon contract award.
Essential Duties and Responsibilities:
  • Design and manage enterprise testing strategy supporting all software development, enhancement, release, and modernization activities.
  • Build and maintain automated testing frameworks supporting unit testing, regression testing, integration testing, API testing, performance testing, and end-to-end validation.
  • Ensure CMS testing requirements are met including maintaining a minimum 80% automated unit test coverage requirement for all newly developed code.
  • Develop automated regression test suites validating critical business workflows.
  • Perform load testing and performance validation ensuring system stability under production transaction volumes exceeding millions of daily records.
  • Validate production deployments through post-implementation testing, release certification, and operational verification testing.
  • Build testing frameworks supporting Behavior Driven Development (BDD) and Test Driven Development (TDD) methodologies.
  • Support security testing activities identifying application vulnerabilities, dependency risks, and infrastructure weaknesses prior to production releases.
  • Partner with developers and DevSecOps engineers integrating testing automation into enterprise CI/CD deployment pipelines.

Work Experience and Job Skills:
Required Experience:
  • 10+ years of progressive experience in software quality assurance, quality engineering, enterprise test management, and software testing across complex enterprise environments.
  • Minimum of 5 years of experience leading QA or Quality Engineering teams supporting large-scale enterprise applications and production environments.
  • Proven experience developing and executing enterprise quality assurance strategies, test plans, and testing methodologies across the software development lifecycle (SDLC).
  • Extensive experience designing, implementing, and maintaining automated testing frameworks for web, API, microservices, and enterprise applications.
  • Demonstrated experience supporting CI/CD pipelines through automated testing, regression testing, release validation, and quality gates.
  • Experience validating complex, high-volume transaction processing systems, distributed applications, and mission-critical enterprise platforms.
  • Proven experience managing functional, integration, system, regression, performance, load, security, and user acceptance testing (UAT) activities.
  • Experience establishing quality metrics, test reporting, defect management processes, and release readiness assessments to support production deployments.
  • Experience collaborating with software engineering, DevOps, product management, cybersecurity, and infrastructure teams to ensure high-quality software delivery.
  • Experience supporting cloud-based enterprise applications, preferably within AWS environments.
  • Experience leading quality assurance efforts for highly available, scalable, and secure production systems with formal release governance processes.
  • Experience supporting federal healthcare systems, CMS programs, HHS initiatives, or other highly regulated government or commercial environments is highly desirable.
  • Experience ensuring compliance with organizational quality standards, security requirements, and regulatory frameworks in enterprise software delivery.
  • Experience mentoring QA engineers, test automation engineers, and quality analysts while driving continuous improvement and quality engineering best practices.

Preferred Technical Skills:
  • Automated test suite design - Expertise building scalable automated testing frameworks that support continuous testing across unit, integration, functional, regression, API, and end-to-end test scenarios. Ability to integrate automated test execution directly into CI/CD pipelines to improve release quality, accelerate defect detection, and reduce reliance on manual testing processes.
  • Security testing - Ability to validate application and infrastructure security controls through vulnerability scanning, secure code validation, penetration testing support, authentication testing, and dependency risk analysis. Experience ensuring software releases comply with federal security requirements including FISMA, NIST, CMS ARS controls, and enterprise security governance standards.
