Job description

Description This position will be responsible for installing and maintaining the City's IT infrastructure, working with business unit leaders to improve automation and efficiency, providing support to internal and external users, and maintaining/improving the integrity, security, and availability of automated systems. He/she will report to the Assistant CIO and may receive technical and functional direction from other administrative or professional personnel, and will be responsible for managing and maintaining the virtual environment, servers, clients, enterprise network, storage, Enterprise applications, and other City-wide IT infrastructure. Position Scope: This position performs a variety of skilled IT work under general supervision; maintains a strong sense of current and future shifts in technology and provides support to make the environment more efficient.

This is a senior level technical position and Essential Personnel position. Illustrative Examples of Essential Duties This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

Acts as liaison between management and Information Technology personnel to consult and advise on matters related to hardware and software implementation, strategic planning, and development. Assists with establishing policies and procedures and standards for information systems hardware and software. Leads design and development of computer systems; gathers user requirements through interviews, group discussions and examination of existing office procedures; produces requirement documents detailing business functions to be automated, and models business functions using graphic-like object models, data flow diagrams or function/decomposition diagrams.

Provides direction to and assists the CIO with all aspects necessary to deliver new systems including planning, architecture, design, development, legacy migration, testing security, delivery and operations. Manages and/or assists in all technological support aspects of the Police Department's applications. Manages and maintains the virtual environment, servers, backups, and applications for City and Police Department.

Ensures disaster recovery plans, procedures, and processes are in place to protect continuity of operation. Administers and maintains the organization's IP Telephony, internet connection and firewall/network security systems. Maintains software and hardware documentation.

Develops a thorough understanding of business processes to assure proper integration with automated systems. Researches problem reports and requests for systems enhancements; prepares recommendations accordingly. Performs business process evaluations, improvement plans and IT technology solutions planning and analysis.

Performs full project management throughout the implementation and/or upgrade of application packages, including product selection, product implementation, customer contact, customer acceptance and customer training. Responsible for supporting the day-to-day operations of all city departments; providing high quality onsite customer service and technical expertise. Orders equipment, prepares quotations, processes departmental paperwork as requested by City departments and as approved by the CIO.

Prepares project cost estimates and justification for new or enhanced system modifications; may prepare requests for proposals for vendor services. Identifies and/or recommends cost control measures in the delivery of all IT services. Performs other related duties as assigned.

Knowledge, Skills and Abilities Must be knowledgeable of Virtualized Enterprise environment. Must be knowledgeable of Microsoft Windows client and server technologies. Must be knowledgeable of Central Square Public Safety application suite.

Must be knowledgeable of modern network and security systems, specifically Cisco technologies. Possess experience in creating, driving, and realizing a complex end to end solution and how decision/design impacts architecture delivery. Report preparation and writing; principles of supervision and training; administrative practices and policies of personnel or public administration and organization.

Ability to communicate on technical issues with individuals with varying degrees of computer familiarity; translate change requests into technical constructs that define design for developers; provide written documentation of application design and technical procedures; exercise initiative in developing and applying effective operating procedures applicable to information systems and office automation program. Ability to establish and maintain effective working relationships with those contacted in the course of work. Minimum Requirements Bachelor's degree in computer science, information systems management, or a related field; Five (5) years of professional level experience in computer systems operations or support position performing personal computer or information systems analysis and design or any acceptable related combination of training and experience.

Licenses and/or Certifications: All candidates must obtain CJIS Security clearance and certification within the first six months of employment. Candidates must maintain CJIS Security certification throughout their entire employment. Candidates must already have, or obtain within the first year of employment, 2nd tier certifications in a minimum of 2 of the following IT Knowledge Areas, as well as 1st tier certifications in a minimum of 2 additional of the following IT Knowledge Areas.

Candidates must possess all but one (1) of the required certifications at the time of application and must submit documentation verifying each certification with their application. Virtualization Tier 1 - VMWare Certified Professional (VCP) or approved equivalent Tier 2 - Nutanix Certified Associate (NCA).
