Description
This position will be responsible for installing and maintaining the City's IT infrastructure, working with business unit leaders to improve automation and efficiency, providing support to internal and external users, and maintaining/improving the integrity, security, and availability of automated systems. He/she will report to the Assistant CIO and may receive technical and functional direction from other administrative or professional personnel, and will be responsible for managing and maintaining the virtual environment, servers, clients, enterprise network, storage, Enterprise applications, and other City-wide IT infrastructure.
Position Scope:
This position performs a variety of skilled IT work under general supervision; maintains a strong sense of current and future shifts in technology and provides support to make the environment more efficient. This is a senior level technical position and Essential Personnel position.
Illustrative Examples of Essential Duties
This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.
  • Acts as liaison between management and Information Technology personnel to consult and advise on matters related to hardware and software implementation, strategic planning, and development. Assists with establishing policies and procedures and standards for information systems hardware and software.
  • Leads design and development of computer systems; gathers user requirements through interviews, group discussions and examination of existing office procedures; produces requirement documents detailing business functions to be automated, and models business functions using graphic-like object models, data flow diagrams or function/decomposition diagrams.
  • Provides direction to and assists the CIO with all aspects necessary to deliver new systems including planning, architecture, design, development, legacy migration, testing security, delivery and operations.
  • Manages and/or assists in all technological support aspects of the Police Department's applications. Manages and maintains the virtual environment, servers, backups, and applications for City and Police Department.
  • Ensures disaster recovery plans, procedures, and processes are in place to protect continuity of operation.
  • Administers and maintains the organization's IP Telephony, internet connection and firewall/network security systems. Maintains software and hardware documentation.
  • Develops a thorough understanding of business processes to assure proper integration with automated systems.
  • Researches problem reports and requests for systems enhancements; prepares recommendations accordingly.
  • Performs business process evaluations, improvement plans and IT technology solutions planning and analysis.
  • Performs full project management throughout the implementation and/or upgrade of application packages, including product selection, product implementation, customer contact, customer acceptance and customer training. Responsible for supporting the day-to-day operations of all city departments; providing high quality onsite customer service and technical expertise.
  • Orders equipment, prepares quotations, processes departmental paperwork as requested by City departments and as approved by the CIO.
  • Prepares project cost estimates and justification for new or enhanced system modifications; may prepare requests for proposals for vendor services.
  • Identifies and/or recommends cost control measures in the delivery of all IT services.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities
  • Must be knowledgeable of Virtualized Enterprise environment. Must be knowledgeable of Microsoft Windows client and server technologies. Must be knowledgeable of Central Square Public Safety application suite. Must be knowledgeable of modern network and security systems, specifically Cisco technologies.
  • Possess experience in creating, driving, and realizing a complex end to end solution and how decision/design impacts architecture delivery.
  • Report preparation and writing; principles of supervision and training; administrative practices and policies of personnel or public administration and organization.
  • Ability to communicate on technical issues with individuals with varying degrees of computer familiarity; translate change requests into technical constructs that define design for developers; provide written documentation of application design and technical procedures; exercise initiative in developing and applying effective operating procedures applicable to information systems and office automation program. Ability to establish and maintain effective working relationships with those contacted in the course of work.

Minimum Requirements
Bachelor's degree in computer science, information systems management, or a related field; Five (5) years of professional level experience in computer systems operations or support position performing personal computer or information systems analysis and design or any acceptable related combination of training and experience.
Licenses and/or Certifications:
All candidates must obtain CJIS Security clearance and certification within the first six months of employment. Candidates must maintain CJIS Security certification throughout their entire employment.
Candidates must already have, or obtain within the first year of employment, 2nd tier certifications in a minimum of 2 of the following IT Knowledge Areas, as well as 1st tier certifications in a minimum of 2 additional of the following IT Knowledge Areas.
Candidates must possess all but one (1) of the required certifications at the time of application and must submit documentation verifying each certification with their application.

Health Insurance
The City has a three-tiered stipend plan to help offset the cost of employee health insurance coverage. The three tiers are as follows:
  1. Opt Out - Employees opting out of the City's health insurance plan receive $550 contribution, pro-rated semi-monthly. Only employees who provide proof they are enrolled in a creditable coverage insurance plan or Medicare may "opt-out" of the City's health insurance plan. The City reserves the right to verify coverage, request additional information, deny, or cancel this benefit at any time.
  2. Single Coverage - Employees choosing single coverage receive a contribution of $814.60 monthly, pro-rated semi-monthly.
  3. Dependent Coverage - Employees choosing dependent coverage receive a monthly contribution amount of $1,183.92 if enrolling with employee + child(ren) coverage, $1,261.40 if enrolling with employee + spouse coverage, or $1,5633.48 if enrolling with family coverage, pro-rated semi-monthly.

If the dollar amount of the coverage selected is less than the amount allowed, the employee receives the difference, prorated semi-monthly, likewise if the dollar amount of the insurance coverage selected exceeds the allowed amount, the employee pays the difference, pro-rated semi-monthly, The City will deduct all applicable taxes.
Currently the City offers two health insurance plans through United Health Care as follows:
  1. High Option OAP - Standard Insurance Plan
  2. Low Option OAPIN - Lower tiered insurance plan with higher deductibles and co-payments.

Dental and Vision Insurance
The City pays 100% of the cost for employee coverage for dental DHMO plan and the vision plan and 50% of the cost for dependent coverage for dental DHMO plan and the vision plan. Dental and vision insurance are mandatory for employees.
The City offers a DHMO dental plan through United Health Care. A PPO Dental plan is available as an upgraded option. The City offers a PPO vision plan through EyeMed.
Life Insurance
The City provides group term life insurance coverage for employees as follows:
โ€ข General Employees - One times the amount of employee's annual salary or $25,000, whichever is greater.
โ€ข Department Heads - Two times the amount of employee's annual salary.
Long Term Disability
The City provides each employee with long term disability insurance and accidental death and dismemberment insurance at no cost.
Workers Compensation
The City may provide full salary to employees injured on the job for a period of up to 13 weeks, (in lieu of the 2/3 salary offered by the state). Thereafter, employees must seek supplemental pay through the City provided Long-Term Disability Plan.
Cafeteria Plan
The City offers employees optional pre-tax insurance plans (Section 125) through AFLAC. Plans include cancer insurance, short-term disability insurance, and more. Also offered is a Flexible Spending Account, which can be used to put money aside, pre-tax, for planned medical/dental expenses, and for childcare expenses.
Retirement
Employees are automatically enrolled in one of two retirement plans, depending upon hire date and position. The plans are as follows:
  • Florida Retirement System ("FRS"): Under this plan, employees and the City make a contribution to the retirement plan in an amount specified according to the employee's classification. The current contribution rates are as follows:

Employees have the option of choosing the Pension Plan or the Investment Plan.
Under the Pension Plan, employees enrolled in the FRS prior to July 1, 2011, need to have 6 years of service to be vested. Employees enrolled in the FRS on or after July 1, 2011, must have 8 years of service to be vested.
Under the Investment Plan, employees need to have 1 year of service to be vested.
ICMA-RC (now Mission Square Retirement):
General Employees: All eligible employees hired before November 2002 were enrolled in the ICMA Plan. This plan is not open to newly hired employees. Under this plan, the City contributes 11% and the employee 4% to a retirement investment plan. Employees are fully vested after 3 years.
Senior Management Employees: All eligible employees hired before November 2002 were enrolled in the ICMA Plan. This plan is only open to certain positions which are not designated and/or classified under FRS. Under this plan, the City contributes 11% and the employee 6% to a retirement investment plan. Employees are fully vested after 3 years.
An optional Section 457 tax deferred savings program is available to employees who wish to supplement future retirement income. The plan allows employees to put aside a portion of their earnings pre-tax each pay period, through payroll deduction, into an account for their retirement and reduce the amount of earnings that is currently taxable.
Sick Leave
Employee earn twelve (12) sick days per calendar year on a prorated basis (1.846 per week).
