Job description

Position Purpose/Summary

The Disadvantaged Business Enterprise (“DBE”) Coordinator supports the DBE Manager in administering the Disadvantaged Business Enterprise (DBE) program for the new I-10 Calcasieu River Bridge in Lake Charles, La. This role helps ensure compliance with federal, state, and local DBE regulations by assisting with Commercially Useful Function (CUF) monitoring, Good Faith Efforts (GFE) documentation, subcontractor compliance tracking, and reporting requirements. The position works closely with project teams, subcontractors, and compliance agencies to promote DBE participation and accurate recordkeeping.

This position is based in Lake Charles, LA.

Primary Duties & Responsibilities

DBE Compliance Support

  • Assist DBE Manager with implementation and monitoring of DBE program requirements on construction projects.
  • Maintain and update DBE participation logs, tracking sheets, and compliance databases.
  • Support onboarding and verification of certified DBE subcontractors and vendors.
  • Review subcontractor documentation to ensure adherence to contract and regulatory requirements.


Commercially Useful Function (CUF) Monitoring

  • Assist with CUF reviews to ensure DBE firms perform a commercially useful function as defined by DOT and agency guidelines.
  • Conduct jobsite visits with DBE Manager to observe DBE work performance and document findings.
  • Maintain CUF checklists, reports, photos, and audit records.
  • Identify potential CUF compliance issues and escalate to DBE Manager.


Good Faith Efforts (GFE) Documentation

  • Collect and organize contractor outreach documentation including bid solicitations, emails, call logs, and meeting records.
  • Assist with preparation and submission of Good Faith Effort packages for agency review.
  • Track subcontractor outreach activities and participation results.
  • Maintain GFE files for audits and compliance reviews.

Reporting & Documentation

  • Prepare monthly DBE participation reports and payment tracking under supervision.
  • Assist with prompt payment verification and subcontractor utilization reporting.
  • Maintain electronic and hardcopy compliance records for internal and external audits.
  • Support DBE Manager during agency audits, reviews, and project closeouts.


Communication & Coordination

  • Serve as point of contact for DBE subcontractor inquiries under DBE Manager’s direction.
  • Coordinate with project managers, estimators, and accounting teams on DBE utilization.
  • Assist in outreach events, pre-bid meetings, and DBE networking opportunities.

Qualifications
  • Associate’s degree or equivalent experience in construction management, business administration, or related field
  • 1–3 years of experience in construction administration, DBE compliance, or subcontractor coordination preferred.
  • Knowledge of DOT DBE regulations, CUF requirements, and Good Faith Efforts preferred.
  • Strong organizational skills and attention to detail.
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and compliance tracking systems.
  • Ability to communicate professionally with contractors, DBE firms, agencies, and diverse stakeholders.
