Job description

SALARY

$80,392.85

POSITION SUMMARY

Under general supervision, plans, coordinates, and oversees reporting, analytics, and research projects for the Authority's Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), Labor Compliance, and Workforce Initiatives Programs.

PRIMARY RESPONSIBILITIES

              Develops regular and special reports and analysis from data on department programs.

o              Develops and prepares reports regarding DBE and SBE participation on Authority contracts.

o              Prepares reports illustrating economic impact of projects' workforce by various demographics and job classification.

o              Prepares reports based on participation at outreach events including Small Business Development and Workforce Initiatives events.

o              Tracks and prepares reports regarding the DBE and SBE certification process.

o              Creates and maintain compliance reports that identify discrepancies within computerized databases.

              Coordinates with various Authority departments and systems to compile and analyze data.

              Researches special and/or complex DBE/SBE and workforce issues and develops related documents and solutions.

              Identifies trends in DBE/SBE participation and economic impact on Authority contracts.

              Assists with the preparation of statistical reports, tabulations, and charts as needed for the DBE attainments required by the Federal Transit Administration (FTA) and General Assembly.

              Prepares ad-hoc reports based on requests from Executive Management.

              Performs related duties as assigned.

              Organizing and analyzing data from numerous and diverse sources.

              Maintaining accuracy and integrity of database.

EDUCATION/EXPERIENCE REQUIREMENTS

              Bachelor's degree in Business Administration, Statistics, or a related field, plus one (1) year data analysis experience, or a combination of education and experience related to the position.

              Must possess a valid Driver's License.

PHYSICAL REQUIREMENTS

              Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

              Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

              Working knowledge of applicable laws and regulations.

              Working knowledge of the methods and techniques of operations analysis.

              Working knowledge of the needs and concerns of participants in the DBE program.

              Working knowledge of web-based contract and labor compliance systems (e.g., B2GNow, LCPtracker, eComply, etc.).

              Working knowledge of research design, statistical analysis, measurement, and assessment methodologies.

              Strong analytical skills.

              Strong computer skills applicable to this position, i.e., related database software and statistical analysis and reporting including PowerBI, Microsoft Excel, and Sharepoint.

              Strong oral and written communication skills.

              Strong organizational skills and attention to detail.

              Strong interpersonal skills in dealing with external groups and/or organizations.

              Good customer service skills.

              Ability to work independently.

              Ability to work with sensitive information while maintaining strict confidentiality.

              Ability to work collaboratively with other operational departments i.e., Finance and Purchasing Departments.

WORKING CONDITIONS

              General office environment.

              Occasionally required to travel to various work locations within the Chicago Metropolitan Area during standard office hours.
