The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Compliance Manager is responsible for overseeing and enforcing compliance with Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Veteran-Small Business Enterprise (VSBE) program requirements across assigned contracts. This role ensures contractors meet participation goals, adhere to regulatory requirements, and maintain accurate and transparent reporting. The manager serves as a key liaison between internal teams, contractors, and regulatory agencies, supporting both field monitoring and administrative compliance functions.
This position will directly supervise and manage the Compliance Supervisors, Compliance Officers, Compliance Report Officers, and Compliance Associates, ensuring the contract compliance activities are effectively carried out in the division. This position will also supervise and manage outreach events and major projects.
Duties of this position include, but are not limited to:
  • Ensure alignment between pre-award decisions, contract data, and all subsequent field-monitoring activities;
  • Ensure current program laws, policies, and contract requirements for MBE/DBE/VSBE participation are implemented and followed;
  • Assist and advise on compliance activities for projects, including attendance at pre-construction meetings, cure meetings, and other compliance-related sessions;
  • Track, respond to, and ensure compliance with regulatory requirements for internal and external audits related to contracts with participation goals;
  • Conduct initial on-site field visits to establish communication with prime contractors and subcontractors and verify early compliance activities;
  • Perform closeout compliance reviews to confirm prime contractors meet all DBE/MBE/VSBE commitments and document any deviations;
  • Oversee socio-economic program reporting for DBE, MBE, VSBE, and Small Business Reserve (SBR) programs;
  • Monitor contractor performance throughout the project lifecycle to ensure adherence to applicable regulatory guidelines; and
  • Prepare documentation for federal, state, and local compliance reviews, including internal audits.

The selected candidate will report directly to the Deputy Director of Civil Rights and Fair Practices. The position is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. **Three years of this experience must include socioeconomic compliance program management and one year of supervisory experience.
