Job description

The Subcontractor Prequalification & Outreach Manager is responsible for developing, updating, and managing a robust program focused on ensuring that all subcontractors meet company standards for safety, quality, financial stability, and performance. As well as developing and managing a robust subcontractor network through strategic outreach, engagement and ensuring compliance with all DBE/SMWBE compliance requirements. This manager is responsible for coordination with all business units across the company in every market sector and regional office.

Key Responsibilities:

Subcontractor Prequalification

  • Develop and implement standardized workflows and tools for subcontractor prequalification on all collaborative and competitive preconstruction projects.
  • Develop, implement, and adapt SOP’s in coordination with Risk and Safety.
  • Collaborate with Safety to create and track Risk Mitigation Plans.
  • Work with Guignard to review subcontractor financials.
  • Work with Marsh to review and manage insurance waivers
  • Monitor progress and report on the important benchmarks for prequalification milestones.
  • Collaborate with estimating, preconstruction, business development, and operations teams to align goals, streamline communication, and eliminate bottlenecks.
  • Identify areas for process improvement and lead continuous improvement initiatives.
  • Identify, implement, and support the integration of technology solutions to increase effectiveness, improve workflow, and increase consistency.
  • Oversee the prequalification workflow for all subcontractors.
  • Oversee the prequal approval process.
  • Coordinate and manage complex and out-of-normal prequalification’s for project specific requirements with all stakeholders.
  • Ensure all bidders lists are reviewed prior to advertisement to ensure all invited bidders are prequalified

Subcontractor Outreach:

  • Attend trade shows and networking events as WS brand ambassador as is requested by BU leadership
  • SBE/LDB/VBE/MWBE Subcontractor Advocacy
  • Create strategic plans and goals for expanding subcontractor pool in new regions
  • Plan, coordinate, and attend (as required) Subcontractor Outreach Events and Meet & Greets.
  • Create and manage subcontractor training sessions on how to bid, prequal, bonds, insurance, etc.
  • Maintain reports on outreach efforts for BD & MARCOMM
  • Provide project specific subcontractor outreach support

Operational & Administrative Oversight:

  • Oversee the preparation of prequalification documents.
  • Manage internal tracking systems to ensure accurate and up-to-date information.
  • Supervise and support specialists and/or coordinators as needed or required.
  • Provide support in training new staff on processes and platforms.
  • Maintain high standards for internal and external documentation, ensuring compliance with client requirements and company procedures.
  • Recruit, interview, and hire new staff for positions within the team as needed.

Cross-Team Support & Reporting:

  • Act as a liaison between the prequalification team and other departments to ensure alignment and transparency.
  • Coordinate with Collaborative Process Manager to jointly update bidder database (currently iSqft/ConstructConnect)
  • Coordinate with Preconstruction Process Manager to create and update new and existing SOP’s
  • Prepare status updates, reports, and executive summaries on prequalification status, areas of concern, gaps in scope coverage, and department performance.
  • Assist with additional projects, executive support, or internal initiatives as directed by leadership.

Qualifications:

  • Bachelor’s degree in Construction Management, Business Administration, or a related field.
  • 5+ years of experience in preconstruction, operations coordination, or project support, including team supervision.
  • Proven track record in workflow development, process optimization, and interdepartmental coordination.
  • Strong understanding of the preconstruction life cycle and documentation requirements.
  • Proficiency in industry platforms such as Procore, iSqft/ConstructConnect, MS Office, or equivalent systems.
  • Excellent communication, organizational, and leadership skills.
  • Ability to manage competing priorities while maintaining accuracy and deadlines.
  • Understanding of DBE/SMWBE outreach and compliance requirements
