Job Description IT Portfolio & Financial Analyst Location: Tampa, FL (Remote in Tampa) Duration: 12 Month Contract Pay: $75/hr W2 ONLY, NO C2C Job Summary The IT Portfolio & Financial Analyst supports enterprise technology investment planning, portfolio governance, budget administration, and financial performance management across the Information Technology organization. This role provides analysis and reporting on the enterprise project portfolio and overall IT operating budget, delivering insights that support executive decision-making, financial stewardship, and strategic planning. The analyst partners with IT leadership, Finance, Procurement, and delivery teams to monitor spending, forecast financial performance, evaluate investments, and align technology resources with business priorities.

Key Responsibilities IT Financial Management & Budget Analysis - 35% Analyze IT operating budgets across labor, contractors, software, infrastructure, telecom, cloud, vendors, and projects. Support annual budgeting, forecasting, and long-range planning. Perform budget-to-actual and variance analysis; identify risks and optimization opportunities.

Partner with Finance on close processes, accruals, capitalization, allocations, and reporting. Provide financial recommendations to IT leadership. Technology Investment Portfolio Management - 25% Support portfolio governance, intake, prioritization, approvals, and investment planning.

Maintain project financials, funding status, business cases, and value metrics. Analyze budgets, demand, strategic alignment, benefits, risks, dependencies, and milestones. Executive Reporting & Analytics - 20% Develop dashboards and recurring reports.

Prepare executive reporting packages. Translate complex financial and project data into actionable insights. Resource & Vendor Financial Analysis - 10% Analyze contractor, consulting, software, licensing, and vendor spend.

Support renewals, contract reviews, procurement, and financial impact analysis. Governance & Continuous Improvement 10% Improve reporting processes, controls, and data quality. Enhance portfolio tools, dashboards, and reporting automation.

Maintain governance documentation and standards. Qualifications Education Bachelor's degree in Finance, Accounting, Business Administration, Information Technology, Computer Science, or related field. Experience 5+ years in IT financial management, FP&A, PMO, portfolio management, or related field.

Experience with CAPEX/OPEX budgeting, forecasting, variance analysis, and executive reporting. Large enterprise IT experience preferred. Certifications PMP, CAPM, SAFe, ITIL Foundation, Lean Portfolio Management, CFA Level I, or similar preferred.

Technical Skills Advanced Excel and PowerPoint. Power BI, portfolio management tools, financial systems, project tracking, and reporting automation preferred. Skills Advanced English required.

Portuguese or Spanish would be a large value add. Knowledge, Skills & Abilities Financial & Analytical Budgeting, forecasting, variance analysis, CAPEX/OPEX, financial modeling, trend analysis. Business Partnership Executive communication, stakeholder management, ability to translate technical and financial concepts.
