Job Description Summary
The Controller is responsible for the recording and accounting of funds received and expended by the University in accordance with the University policy and all applicable rules and regulations. This position directs and coordinates the activities of assigned areas of accounting and accounts payable. The Controller prepares financial statements and other financial or budgetary reports as required or requested, including oversight of external audit.
Principal Duties and Responsibilities
FUNCTIONS:
  1. Management and oversight of Controller Services which include: general accounting services (audit and general ledger management), treasury (cash management) and procurement (accounts payable) services.

DUTIES AND RESPONSIBILITIES:
  1. Management and oversight of Controller Services which include: general accounting services (audit and general ledger management), treasury (cash management) and procurement (accounts payable) services.
    • Provides management and supervisory oversight of the university's Controllership functions by directing the areas of General Accounting Services, Treasury Services, Investment Services and Procurement Services.
    • Assures appropriate policies and regulations are being adhered to as required by all federal, state and local agencies and applicable accounting and auditing standards.
    • Prepares or supervises the preparation of and submission of accurate and timely regulatory reports.
    • Researches and conducts problem solving, audits and ethics reviews as needed.
  2. Management of functions
    • Directs the appropriate level of management of the external auditing process for the University, including writing of audit financial statements and EOY reports, and interacts with the SSU Foundation to support external audits.
    • Responsible for the development and maintenance of the financial accounting structure to ensure conformance with applicable principles of government fund accounting, including management of the Chart of Accounts.
    • Assures effective monitoring systems are in place to track compliance with applicable laws and regulations related to institutional fiscal obligations.
    • Responsible for the internal control and recording of all funds received and expended for the University. Generates information for management decisions and fulfills reporting requirements of applicable regulatory agencies, including complying with required accounting reports.
    • Assists the CFO with financial matters relevant to the Shawnee State University Foundation (SSUF).
  3. Project management, as assigned
    • Coordination responsibility for the University portfolio.
    • Project leader's Bond Debt Issuance, etc.

Minimum Job Knowledge, Skills and Abilities
Working knowledge of generally accepted accounting principles (GAAP) and governmental accounting (GASB)
Minimum Qualifications
  • Master's Degree in Finance or Accounting or Bachelor's Degree in Finance or Accounting, and equivalent experience
  • 6 or more years of experience

Preferred Qualifications:
  • Expertise in computer literacy, particularly with Excel/spreadsheets, word processing, and database software.
  • Working knowledge of computer software to formulate complex data analyses.
  • Ability to understand concepts governing relational database structures.
