Job Description

We are in search of an experienced Systems Engineering professional at the senior level to assist the US Strategic Command (STRATCOM) J61 at the Command and Control Facility (C2F) located at Offutt AFB, NE. This role involves offering IT engineering support for enterprise systems within the C2F, guaranteeing that the Command's IT infrastructure and solutions align with the mission and enterprise capability needs for Nuclear Command and Control, Cyber, Electromagnetic Spectrum Management, and Missile Defense.


Responsibilities

  • Assist the J61 with market research on emerging technologies and draft business case analyses (BCAs) for leadership.
  • Support the development of Independent Government Cost Estimates (IGCE) for projects of varying scope.
  • Aid in developing IT Roadmaps supported by Life-cycle Management and Technical Refresh Plans aligned with the Command's IT Strategic Plan. Conduct evaluations on the outcomes of IT projects or services for their alignment with objectives.
  • Review technical solutions for completeness, costs, schedules, performance, integration with current architecture, and alignment with C4IT Roadmaps.
  • Participate in technical reviews, change boards, and production readiness reviews assigned by the J61 Division.
  • Develop and present decision briefs on optimal courses of action for addressing IT engineering challenges.
  • Research and present recommendations on how the command can leverage emerging technologies for incorporation into C4IT Roadmaps.
  • Provide technical expertise, direction, and oversight for NC3, C4, and IT engineering programs spanning USSTRATCOM's current and future mission sets.
  • Recommend new technologies and strategies to meet USSTRATCOM's evolving capability requirements.
  • Participate in Division Staff meetings, Branch Staff meetings, Service Owner/Manager meetings, and other relevant gatherings.
  • Support operational C4IT architectures and ensure solutions meet Presidential, DoD, and USSTRATCOM mission requirements.
  • Provide technical oversight on systems engineering and related processes including change control and configuration management.
  • Incorporate insights from national labs, industry benchmarks, and academic best practices into network-centric solutions, blueprints, and roadmaps.
  • Consistently support other network-focused service owners and managers.
  • Drive innovation by refining workflows and implementing solutions in key network technology areas such as network security, cloud networking, and network-centric DevSecOps to fulfill future directives from Presidential, DoD, and USSTRATCOM.


Qualifications

  • Must possess an active DoD TS/SCI clearance.
  • Requires a minimum of 12 years' experience as an IT professional, with at least four years focused on systems engineering or relevant technical processes.
  • Education equivalency: A Masters degree in engineering or computer science can substitute for six years of experience; a Bachelors degree can substitute for four years.
  • Proficiency in Systems Engineering Processes and Technical Processes, encompassing:Requirements analysis
  • Architecture design
  • Cost estimation
  • Technical assessments
  • Technical planning
  • Configuration management
  • Risk management
  • Technical audits
  • Demonstrated project management skills, including a minimum of two years directing complex network or mixed IT initiatives.
  • Training or experience relevant to DOD cybersecurity policies, software modernization, and DevSecOps architectures. Familiarity with policies such as DoDI 8510.01 (DIACAP/RMF), DoDI 8500 series, CNSSI 1253, and CJCSI 6731 is preferred.
  • IAT Level II Certification (CompTIA Security+ or equivalent) is required, or willingness to obtain within six months of hire.
  • Minimum five years' proven ability in written and verbal communication, particularly in the domain of network technologies. Ability to communicate effectively with senior personnel at O-6 and SES/GS-15 echelons or above.
  • Minimum five years' experience demonstrating effective interpersonal skills and professionalism when interacting with peers, management, contractors, academia, and other stakeholders.
  • Willingness to continuously enhance skills through formal and informal upskilling initiatives.


Preferred Qualifications

  • Preferably experienced or certified in ITIL 4.
  • Desirable familiarity with MOSA.
