Compensation
Salary Range: $168,060 - $238,537 (Hay Points - Executive @ 1708)
Responsibilities
This position is accountable for overseeing and monitoring the Buses facilities and equipment valued at an excess of $18 billion. Develop and ensure the implementation of the Bus Operations Capital Facilities Plan including constructing new facilities and rehabilitating existing facilities. Liaison with Capital Program Management, Office of Management and Budget, Law, Office of Systems Safety, Security, MTA Real Estate and Development, MTA HQ, New York Power Authority, FDNY, Federal Transit Administration, State and City regulators to secure funding for capital investment and on-going maintenance to ensure compliance with laws and regulations. Execute Governor's executive orders and comply with MTA policies and procedures. Responsible for the integrity and reliability of fuel storage and dispensing systems that dispense over 47 million gallons of diesel fuel annually. Direct efforts to implement Enterprise Asset Management systems and procedures for Facilities Division. Direct facility design and maintenance sustainability efforts including LEED construction. Direct day-to-day facilities maintenance functions and work with nine labor unions representing Facilities employees through collective bargaining agreements.
Additional Duties and Responsibilities include:
• Develop and implement the Bus Operations Facilities Capital Plan involving new facilities and rehabilitation of existing facilities. Lead development of Twenty-Year Needs Assessments and Five-year Capital Programs for both NYCT DOB/MTABC facilities and shop equipment to ensure assets remain in a state-of-good repair and stakeholder requirements are satisfied. Direct the design and modification of facilities and servicing equipment to accommodate CNG, hybrid and articulated buses.
• Partner with the Capital Program Management Department, MTA Real Estate and Development, Government and Community Relations, Operations Planning and other stakeholders from planning through construction and commissioning major depot and shop construction projects; to ensure that NYCT DOB/MTA Buses’ operational needs are met as well as affected communities and funding partners. Approves additional work orders and budget modifications. Submits reports to MTA Board and the Federal Transit Administration on the status of capital projects.
• Responsible for leased and NYCT DOB/MTA Bus properties with value in excess of 18 billion. Set policy and directly oversee the development of Facility Maintenance Plans for each depot/shop. Directs all facilities maintenance functions performed in the depots by internal work force and third-party contractors. Develops and implements equipment maintenance cycles to increase equipment reliability and ensure assets reach or exceed useful life.
• Directs the development and implementation of environmental compliance and sustainability efforts working with MTAHQ, the New York Power Authority and other stakeholders. Activities include design and construction of LEED certified buildings, ASHRAE energy efficiency audits, retrofitting of energy efficient equipment, participation in Load Shedding programs to enhance electric power reliability at times of critical demand. Develops and implements strategies that respond to environmental and safety regulatory agency audits. Prepares Safety Action Plans for the Facilities Division. Coordinates the Bus Operations participation in NYPA and MTA HQ programs to improve facility sustainability and cost effectiveness.
• Provide direction for administrative support functions including budget control, timekeeping, personnel administration, labor contract negotiations, labor relations process and administration of union preference picks. Responsible for hiring and training over 500 employees. Accountable for resolution of grievances and disciplinary procedures governed by nine separate labor unions. Directs strategic planning, goal development and budget development and monitoring.
Education and Experience
1. A Baccalaureate’s degree from an accredited college in Engineering or satisfactory equivalent and fifteen (15) years of professional experience, and at least eight (8) years of which must have been in a managerial/supervisory capacity.
2. Satisfactory equivalent of combined education and experience requirements.
