The Defense Sector, Decision Advantage Business Area at Leidos is thrilled to offer a unique opportunity for a Chief Engineer to join our team.  If you have a passion for engineering and a desire to support critical Air Force systems, this is the perfect role for you.  We are hiring a Chief Engineer to lead the technical planning and execution for a large, complex, nationally significant development and integration program.  As the prime contractor, Leidos will drive performance optimization in achieving mission outcomes through efficient design, build, fielding and transition-to-operations.

Primary Responsibilities:

You will be responsible for the technical planning, system hardware-software-network design, development and integration, verification and validation, and fielding for the TACMOR Network program.  You will ensure the overall integrity, quality, and completeness of technical work performed and associated deliverables are of the highest standards.  You will have the opportunity to apply your extensive expertise in engineering to deliver network services and satellite communication technologies.  In this role you will:

  • Provide engineering expertise and oversight for the program throughout the lifecycle from requirements development through fielding and transition to operations

  • Work closely with the TACMOR program manager to develop technical and programmatic schedules, evaluate design alternatives including cost and risk, provide input on subcontractor selection and provide sound recommendations to resolve technical challenges and issues

  • Perform systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance

  • Lead the development of MBSE ensuring compatibility with the Government Reference Architecture

  • Provide guidance and direction to the team on all product development and deliverables

  • Effectively communicate with the Government regarding engineering technical considerations and negotiate to convince stakeholders at all levels to accept our concepts, solutions and approaches

  • Resolve technical problems, issues, and conflicts within the TACMOR team

  • Collaborate with other experts in the field to identify innovative solutions

  • Assist the TACMOR program manager with development of SOWs, RFPs, perform tech evals, recommend selection and provide technical oversight and approval of subcontractor and vendor deliverables.

  • Communicate with senior executives and high-ranking officials from the government, other countries, and internally regarding matters of strategic importance to the program

  • Mentor mid-level and junior staff

Basic Qualifications:

  • Active DoD Secret security clearance with the ability to obtain a Top Secret/SCI security clearance within 365 days after start date.

  • Minimum Bachelor's Degree from accredited college or university in an Engineering or technically related discipline. Masters degree and 18 years or more of related experience.

  • Minimum twenty (20) years’ experience in systems engineering or similar position working system design with cross-discipline teams in software, mechanical and electrical specification, design and test.

  • Network systems engineering experience including design, deployment and configuration of commercial DWDM and custom optical, switching and routing platforms in terrestrial and subsea environments.

  • Experience in writing subsystem specifications and managing tasking to cross-discipline technical contributors.

  • Experience with all technical aspects of fabrication, assembly, integration and test of Cable Landing Stations.

  • MBSE modeling experience with Cameo System Modeler, SysML and related modeling process.

  • Must have personal extensive experience of communications and computer networks, multi-domain communications, radar, digital signal processing, sensor enterprise and tasking systems.

  • Must have proven expertise leading, architecting and executing large-scale development programs.

Preferred Qualifications:

  • Active Top Secret/SCI (TS/SCI) security clearance.

  • Master's Degree in Engineering or technically related discipline.

  • Certifications in networking such as Cisco CCNA, CCNP, etc. or equivalent (vendor agnostic) a plus.

  • Certifications in systems engineering such as INCOSE ASEP, CSEP, ESEP.

  • Certifications in MBSE such as OCSMP model user, model builder series.

  • Experience with Unified Architecture Framework (UAF).

  • Experience with OTHR systems and supporting networks.

  • Experience with developing solutions for and working on DoD or Air Force programs.
