Position Summary:
This role provides senior-level federal space planning expertise and full lifecycle support for the Department of Homeland Security (DHS), Federal Protective Service (FPS) Facilities Management Branch. The Space Planner serves as Key Personnel and the contractor team's lead space planning specialist, responsible for drafting and maintaining comprehensive space plans across an approximately 820,000 square-foot portfolio comprising roughly 180 offices. Working under the direction of the Contractor Program Manager and in close coordination with FPS leadership, GSA representatives, and tenant agency stakeholders, this Space Planner ensures all space planning deliverables are accurate, compliant, and aligned with FPS's mission, federal space utilization policies, and long-term operational requirements.
The Space Planner will work in close coordination with the Strategic Real Estate Analyst, Project Manager, and Relocation/Move Management Coordinator, supporting FPS's direct stakeholders within the Facilities Management Branch and contributing to relocation planning for approximately 60 offices impacted by federal building dispositions.
Responsibilities:
โข Serve as the lead space planning specialist for FPS, guiding stakeholders through the complete space planning lifecycle from programming and test fits through layout finalization and post-occupancy evaluation
โข Draft and maintain comprehensive space plans for up to 180 offices, ensuring alignment with FPS's operational needs and federal space utilization policies
โข Identify space requirements including functional needs, departmental workflows, and number of occupants per space
โข Recommend office layouts, configurations, and space allocations based on current and future mission requirements to aid governmental decision-making
โข Develop test fits, block-and-stack plans, and Programs of Requirements (PORs) supporting build-out, reconfiguration, and relocation projects
โข Apply federal space utilization benchmarks, GSA design standards, and OMB / FMR space allocation guidance to all planning deliverables
โข Track and assess space utilization across the portfolio; recommend opportunities for consolidation, optimization, and cost reduction
โข Utilize space planning analytics to evaluate office utilization, efficiency, and recommend allocation adjustments
โข Conduct on-site visits to assess facility conditions, space usage, and deficiencies for relocations and build-out projects to aid governmental decision-making
โข Collect detailed measurements and document space conditions to support accurate space planning findings, relocation scenarios, PORs, and SF-81 Requests for Space
โข Draft structured space plans for the approximately 60 offices impacted by federal building dispositions or operational needs, including relocation scenarios and risk mitigation strategies
โข Support furniture design, finish selection, and layout coordination for build-out and reconfiguration projects
โข Perform on-site intake and staffing of seating, space, and release requests in the system of record (currently ServiceNow; transition to Tririgaยฎ or successor system as directed)
โข Contribute to recurring deliverables including the Build-Out/Reconfiguration Progress Tracker (Monthly), Quarterly Space Utilization Analytics Report, and Annual Integrated Project Plan (IPP)
โข Draft Standard Operating Procedures (SOPs) for recurring space planning processes
โข Provide weekly status updates and final summary reports on assigned activities, findings, and recommendations
โข Comply with all DHS/FPS rules, regulations, safety, and security policies; complete required DHS IT Security Awareness Training and sign DHS Rules of Behavior
โข Performs other related duties as assigned
Requirements:
Required Qualifications:
โข Minimum of eight (8) years of progressively responsible experience in commercial or federal space planning, programming, interior design, or workplace strategy โ required
โข Active National Council for Interior Design Qualification (NCIDQ) certification โ explicitly required; candidates without an active NCIDQ will not meet the minimum threshold
โข Demonstrated experience developing Programs of Requirements (PORs), test fits, block-and-stack plans, and space utilization analytics
โข Working knowledge of federal space utilization benchmarks, GSA design and construction standards, and OMB / FMR space allocation guidance
โข Proficiency with AutoCAD and space planning software
โข Familiarity with IBM TRIRIGAยฎ, ServiceNow, or comparable IWMS/CAFM platforms
โข Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
โข Strong analytical skills, including the ability to quantify utilization metrics and recommend optimization scenarios
โข Clear written and verbal communication skills in English for advising senior government leadership, preparing planning deliverables, and interfacing with GSA and DHS stakeholders
โข Ability to prioritize competing deadlines and manage planning workload in a hybrid federal environment
โข Consistent attention to detail with the ability to identify and resolve discrepancies in space planning data
โข Demonstrated proficiency in oral and written communication, evidenced by experience preparing and delivering planning packages, drawings, and briefings to executive-level audiences
โข Strong communication and stakeholder engagement skills at the senior executive level
โข Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results
โข Ability to prioritize and handle multiple projects while meeting deadlines
Preferred Qualifications:
โข Bachelor's degree in Interior Design, Architecture, Facilities Management, Urban Planning, or a related field
โข Active Certified Facilities Manager (CFM) certification
โข Prior experience supporting DHS, FPS, GSA, or another federal CFO-Act agency
โข Familiarity with the GSA OASIS+ contract vehicle and federal task order environments
โข Experience supporting federal real property programs and Real Property Data Warehouse (RPDW) reporting
โข Familiarity with Revit, SketchUp, or 3D space planning visualization tools

โข Must be able to obtain and maintain a DHS Entrance on Duty (EOD) suitability determination; requires a favorably adjudicated background investigation and favorable fingerprint results
โข Must complete DHS IT Security Awareness Training within 30 days of contract award and annually thereafter by October 31
โข Must complete Privacy at DHS: Protecting Personal Information training within 30 days of award and annually thereafter
โข Must sign DHS Rules of Behavior prior to accessing any DHS systems or sensitive information
โข Must safeguard Controlled Unclassified Information (CUI) in accordance with HSAR 3052.204-72 and DHS Policy Directive 4300A
โข Residence within the National Capital Region (NCR) and ability to report to TSA Headquarters (Springfield, VA) and the Bren Mar Facility (Alexandria, VA) as mission needs require
โข Travel within the continental United States, as required, to conduct site visits and space assessments
โข No conflicts of interest with U.S. Government employment
โข Occasional off-hours work including evenings, weekends, or holidays may be required to meet task order requirements
