Clark College is currently accepting applications for a full-time, over-time eligible, permanent classified, Human Resource Consultant 3 – Recruitment Supervisor, in the Office of People and Culture.
The Human Resource Consultant 3, Recruitment Supervisor, serves as the college's senior human resources professional for recruitment operations. Reporting to the Director, this position provides strategic leadership for recruitment services by supervising the Recruitment team and serving as the primary advisor to administrators, managers, and search committees on recruitment strategies, employment law, equal employment opportunity, diversity outreach, and best hiring practices. Exercising a high degree of independent judgment and professional expertise, the Recruitment Supervisor leads continuous improvement initiatives that enhance the candidate experience, improve recruitment efficiency, and ensure hiring practices reflect the college's values of equity, belonging, accessibility, and continuous improvement. This position is responsible for ensuring recruitment and selection practices comply with federal and state laws, collective bargaining agreements, and institutional policies while advancing fair, equitable, and effective hiring across the college.

JOB DUTIES AND RESPONSIBILITIES:- Supervise, mentor, and develop the recruitment team while fostering a collaborative, inclusive, and service-oriented culture.
- Promote a culture of learning, belonging, and continuous improvement by sharing best practices and fostering collaborative partnerships across the college.
- Establish team priorities, performance expectations, recruitment goals, and service standards to ensure consistent, legally compliant, equitable, and people-centered hiring services.
- Develop, implement, and evaluate recruitment strategies and process improvements that enhance efficiency, strengthen the candidate experience, reduce barriers to employment, and advance equitable hiring practices.
- Evaluate recruitment processes, analyze and report on outcomes and metrics, and implement continuous improvements to enhance efficiency, effectiveness, compliance, and the candidate experience.
- Serve as the college's trusted advisor on recruitment, providing consultation to executive leadership, supervisors, employees, applicants, and search committees on recruitment strategies, equitable hiring practices, position management, and employment policies.
- Lead and participate in recruitment activities for classified, exempt, administrative, and faculty positions, including directly managing searches and serving as the lead recruiter for executive-level positions, to ensure fair, transparent, and consistent hiring practices.
- Collaborate with college departments, expand outreach to diverse communities, and embed equitable hiring practices throughout the recruitment process.li>
- Ensure compliance with federal and state employment laws, civil service rules, collective bargaining agreements, Equal Employment Opportunity (EEO) requirements, and college policies.
- Monitor recruitment metrics, workload, budget, and operational data to evaluate program effectiveness, identify trends, improve efficiencies, and support strategic workforce planning and decision-making.
- Serve as the functional administrator for the recruitment system (NEOED), supporting system optimization, data integrity, reporting, and user training.
- Provide guidance on interpreting collective bargaining agreements as they relate to recruitment, promotional opportunities, transfers, and hiring practices.
- Represent the college at a diverse array of career fairs, professional conferences, community events, networking opportunities, and outreach activities; develop and implement recruitment outreach plans that expand community engagement, strengthen recruitment partnerships, and attract qualified and diverse applicant pools.
- Develop and deliver training for supervisors, managers, and hiring committees related to recruitment initiatives and equitable hiring practices.
- Partner with Payroll and Office of People and Culture colleagues to ensure accurate position management processes, including tracking, coding, and maintaining position information to support recruitment, and personnel actions.
- Perform other related duties as required.
Candidates will be evaluated based on application materials, including the supplemental questions and personal interview(s), and will be required to demonstrate competencies in the following areas:
- Bachelor's degree in human resources, Business Administration, Organizational Leadership, or a closely related field AND two (2) years of human resources experience in recruitment or employment services
- OR an Associate's degree AND four (4) years of human resource experience in recruitment or employment services.
- Two (2) years of experience using applicant tracking systems (ATS), preferably NEOGOV (NEOED).
- Experience working in a union-represented environment.
- Knowledge of Washington State employment laws, civil service rules, EEO, affirmative action, veterans' preference, and applicable RCW, WAC, and collective bargaining agreements.
- Demonstrated commitment to equity, diversity, inclusion, accessibility, and equitable hiring practices.
- Ability to supervise or lead recruitment or human resources staff in a unionized environment.
- Ability to provide leadership, consultation, and guidance on human resources, recruitment, employee relations, and workforce issues.
- Ability to analyze recruitment metrics and data to support continuous improvement.
- Ability to build collaborative partnerships while balancing customer service, compliance, and organizational priorities.
- Strong written and verbal communication skills, including developing and delivering training.
- Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
- The initial appointment will include a 6-month probationary period and the employee will earn permanent status after successfully completing probation.
- This position is represented by Washington Public Employees Association.

Salary Range:$5,779 - $7,774/month | Step A-M (commensurate with qualifications and experience) | Range: | 59 Code: 119G
Successful candidates typically start at the beginning of the salary range and receive scheduled salary increment increases.
