Job Summary
The Proposal Engineer is responsible for supporting the sales and proposal team by preparing accurate cost estimates and proposals for subsea umbilicals and control distribution equipment and support services projects. This role requires a strong understanding of materials, manufacturing processes, and project requirements to develop competitive pricing and cost analysis. The Proposal Engineer will work closely with engineering, procurement, and operations teams to ensure estimates align with project specifications and company objectives.
Essential Duties and Responsibilities
  • Develop and prepare cost estimates for subsea equipment projects, including materials, labor, rental, fabrication and manufacturing expenses.
  • Analyze project specifications, engineering drawings, structural steel take-offs, and client requirements to determine accurate pricing.
  • Collaborate with sales, engineering, projects, and operations teams to gather cost data and generate bid packages and quotations.
  • Assist the sales team in preparing and submitting competitive proposals and bid packages.
  • Identify cost-saving opportunities and optimize estimating strategies to improve project profitability.
  • Track historical cost data to improve future estimating accuracy and pricing models.
  • Participate in client meetings and discussions to clarify project scope, pricing, and commercial terms.
  • Maintain up-to-date knowledge of industry trends, material costs, and supplier pricing.
  • Ensure compliance with company policies, safety standards, and regulatory requirements in all estimating activities.
  • Communicate with customers and potential customers to form good relationships and to obtain the necessary information to properly respond to RFQs, clarifications, etc.
  • Arrange face-to-face, Teams or over-the-phone business meetings with prospective customers/clients.
  • Review clients' technical scopes of work and collaborate with team members in adapting products, equipment, and service offerings to support the project requirements.
  • Review project technical documentation and develop exceptions and deviations based on companies' capabilities.
  • Prepare detailed project estimates showing expected costs and profit margins.
  • Work with vendors to get written bids/quotes/pricing on goods and services.
  • Log all quotations and follow up using standard estimating practices.
  • File bids and quotations with the client within the allotted time frames.
  • Prepare sales reports of activities completed and pertinent project updates.

Education and/or Experience
  • High school diploma or equivalent, bachelor's degree in engineering, project management, or a related field preferred.
  • 5+ years of experience in estimating costing, budgeting and/or project management within the subsea, offshore, marine, oilfield services or manufacturing industry.
  • Knowledge of subsea control and distribution systems, subsea umbilicals, subsea production equipment or related products is highly desirable.
  • Strong analytical skills and attention to detail in cost evaluation and pricing.
  • Proficiency in Microsoft Excel and estimating software tools.
  • Excellent communication and teamwork skills to collaborate across departments.
  • Ability to work under tight deadlines and manage multiple estimates simultaneously.
  • Understanding of contract terms, project management principles, and financial analysis.
  • Knowledge of carbon steel and super duplex tubing preferred.
  • Ability to read and use structural take-off drawings

Preferred Qualifications
Previous experience working with offshore energy clients and EPC contractors
Project management experience
Familiarity with API, ISO, and industry standards related to subsea materials, service and rental.
Language Skills
Ability to read, analyze, and interpret general financial reports, legal documents, and industry or trade magazines. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management.
Computer Skills
To perform this job successfully, an individual should be proficient with current revisions of Windows and Microsoft software suite including Outlook, Word, PowerPoint, and Excel. Creating and sharing Adobe PDF files as required. Use of Collaborative tools such as MS Teams, Skype, and Zoom is required.
