MV Transportation is the nation's leading public transportation contractor.  We are actively growing our sales team and seeking candidates with stamina, grit, a positive attitude, and a willingness to learn the transportation industry. This position requires extreme attention to detail, comprehension of complex requirements, and outstanding writing and management ability.  MV grows its business through the competitive bid / public procurement process - our projects center around customer requirements and detailed specifications.  The Proposal Manager plays a vital role in this process. Attention to detail and compliance with requirements are essential. MV grows its business through the competitive bid / public procurement process - our projects center around customer requirements and detailed specifications.  The proposal manager plays a vital role in this process. Attention to detail and compliance with requirements are essential. The Proposal Manager will oversee 3 to 4 writers in addition to writing bids on their own. The Proposal Manager will edit, proofread, give direction, and format content for all proposals in progress.

The Proposal Manager is part of a ~20-person sales team responding to complex requests for Proposals.  The Proposal Manager will focus on teaching persuasive writing and showcasing our firm's experience and knowledge. 

The Proposal Manager works with proposal coordinators (drafters) who draft initial RFP response documents; the writer customizes these documents by incorporating sales-driven strategies, value propositions, and your research of the customer. 

The average proposal size ranges from 100-250 pages. This process requires skill and focus on reading comprehension, proofreading, and document formatting.  The Proposal Manager must be an effective communicator who can work independently and as part of a team.  This job may require late-night and weekend work to meet production timelines.

The proposal manager is expected to follow all stated SOPs, RFP requirements, and MV style guides.

Job Responsibilities:

  • Custom writing for each bid, including cover letters, bios, executive summaries, proposal narratives, resumes, RFP requirements, Best and Final Offer letters, and all writing that pertains to our proposal response
  • Read all elements of the RFPs, including a custom Executive Summary, DBE requirements, attachments, addendum, strategy documents, and appendices
  • In consultation with the business development team, articulate a strategy for the response; write value propositions; strategic thesis; gather data to prove thesis statements-this job requires chasing artifacts, data, and stats (turnover, tenure, on-time performance, road calls, etc.)
  • Oversight of writer research of customers' public transit systems, reviewing short-range transit plans and other customer publications
  • Demonstrate expert-level Microsoft Word, Excel, PowerPoint, and Microsoft Teams
  • Must ensure the writer team uses the MV style guide and adheres to branding styles
  • Oversee writer interviews with cross-functional teams to ensure they gain insight for writing compelling and persuasive resumes and biographies
  • Pay attention to detail and cross-referencing
  • Follow instructions and take direction
  • Work with writers to update and create new boilerplate for MV's boilerplate library
  • Analyze customer's requirements; customize proposals that comply wholly with the RFP requirements
  • Must manage multiple projects, letters, and requests for information while working collaboratively with a large team
  • Adhere to the proposal schedule and all internal deadlines and collect needed input from stakeholders
  • Participate in multiple calls relative to strategy and status of projects
  • Create and update proposal content for various product lines
  • Track industry trends and company successes, research future RFPs, and proactively plan for new content

  • Transportation sector experience preferred
