Job description

Job Title: Program Manager
Location: Arlington, VA
 
Introduction:
Rivet Operations Company is looking for a Program Manager who will provide strategic leadership, program oversight, and management support for Marine Corps Installations Command (MCICOM) Facilities Directorate housing and real estate initiatives. This position supports the development, execution, and continuous improvement of Marine Corps housing, real estate, and asset management programs through policy analysis, business process improvement, financial management, program planning, and executive-level decision support. The Program Manager serves as the primary interface with Government stakeholders, ensuring the successful delivery of program objectives, compliance with contractual requirements, and the production of high-quality deliverables that support Marine Corps mission requirements.
 
Key Responsibilities
• Lead planning, execution, and oversight of housing, real estate, and asset management programs supporting MCICOM Facilities Directorate objectives.
• Provide program management, policy analysis, financial management, business case analysis, and strategic planning support to improve program effectiveness and support informed decision-making.
• Develop, implement, and maintain Program Management Plans, Project Management Plans, Quality Control Plans, schedules, and performance tracking mechanisms to ensure successful program execution.
• Identify emerging issues, risks, opportunities, and strategic alternatives affecting housing and real estate programs and provide recommendations to senior leadership.
• Monitor program performance, resource utilization, milestones, and deliverable quality while ensuring compliance with contract requirements and performance standards.
• Coordinate with Government stakeholders, project teams, and subject matter experts to support program development, execution, transition activities, and organizational priorities.
• Lead meetings, working groups, conferences, and stakeholder engagements; facilitate discussions, document outcomes, and track action items through completion.
• Manage the collection, validation, analysis, and reporting of program data to support project execution, leadership inquiries, data calls, and decision-making requirements.
• Prepare and deliver executive-level briefings, presentations, reports, and recommendations communicating program status, accomplishments, risks, and future plans.
• Produce and manage recurring deliverables, including Weekly Activity Reports (WARs), Monthly Status Reports (MSRs), Program Management Review (PMR) briefings, meeting minutes, trip reports, and other contract-required documentation.
• Establish and enforce quality assurance and internal review processes to ensure all deliverables are accurate, complete, coordinated, and technically sound prior to Government submission.
• Support risk management activities by identifying resource constraints, schedule impacts, and program challenges while developing mitigation strategies and corrective actions.
• Ensure timely completion of all contractual requirements and maintain effective communication with Government leadership regarding program status, issues, and performance.

Required Qualifications
• 10+ years of specialized experience with FH/PPV and UH Management
• Bachelor’s degree in Business Administration, Public Administration, Program Management, Project Management, Finance, Management, or a related field.
• Minimum of eight (8) years of experience managing complex programs, projects, or organizational initiatives.
• Experience supporting federal, Department of Defense (DoD), military installation, facilities, housing, real estate, or infrastructure-related programs.
• Demonstrated experience in program planning, financial analysis, business process improvement, risk management, and strategic planning.
• Strong knowledge of project management methodologies, performance management principles, and quality assurance practices.
• Proven ability to manage multiple priorities, coordinate diverse stakeholders, and deliver high-quality products under demanding schedules.
• Exceptional written and verbal communication skills, including executive-level briefing and report development experience.
• Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, and Project.
 
Preferred Qualifications
• Master’s degree in Business Administration (MBA), Public Administration, Program Management, or a related discipline.
• Project Management Professional (PMP) certification or equivalent program management certification.
• Experience supporting Marine Corps, Department of the Navy, or other Department of Defense organizations.
• Knowledge of Marine Corps housing, facilities, asset management, and real estate business processes.

Requires the applicant to possess and maintain an active security clearance for the position.  Eligibility requirements include US citizenship.
