Job Description:
  • We are looking for an experienced program manager with IT expertise to oversee a five-year technology-based program that supports a key government customer.

The Technical Program Manager shall posses the following capabilities:
  • Plan, direct, and schedule all work performed under the Statement of Work (SOW).
  • Ensure the technical quality of services, support, and products procured under the contract. The Program Manager will serve as the primary contact for the Contracting Officer's Technical Representative (COTR) regarding project technical, cost, and schedule performance.
  • Manage Sponsor priorities within the approved schedule, cost, and performance constraints. This involves the appropriate allocation and mix of resources and skills to meet the requirements specified in the SOW.
  • Foster a team environment, ensuring that all contractor personnel collaborate effectively with the Sponsor and other contractors. The Program Manager must guarantee that each team member possesses the necessary skill set in emerging technologies to complete all tasks required by the Sponsor, including cross-training among team members.
  • Facilitate the quick acclimation of new COTRs, Administrative COTRs (ACOTRs), and Government Task Managers (GTMs) to the effort through technical exchanges, meetings, and documentation.
  • Identify resource efficiencies and seek ways to streamline program cost and schedule to deliver multitude of system enhancements in a timely fashion.
  • Be accessible and report to the Government Contracting Officer for all contract related issues and to the COTR for all technical issues. In the Program Managers absence, an alternate with full authority to act on all program matters will be provided. The Program Manager or designated alternate shall maintain an emergency contact list for all contract personnel.
  • Communicate accurate and timely status updates to the Sponsor and the COTR.
  • Maintain effective communications and coordination among all Sponsor stakeholders.
    Desired:
  • Master's Degree in any of the above disciplines.
  • Experience with Agile project management tools such as JIRA, Confluence.
  • Experience with data visualization, aggregation and reporting tools such as: PowerBI, Tableau.
  • Familiarity with waterfall and Agile project management methodologies, Agile Coaching, Systems/Software development.
  • Experienced with targeting and compliance workflows.

Qualifications:
  • Bachelor's degree in a relevant technical field such as Cloud Computing, Computer Science, Information Technology, Information Systems, or Cybersecurity and ten (10) years of Program Management experience.
  • Demonstrated 3 years of experience in managing classified DoD programs of similar scope or complexity.
  • Experience with successful execution of process improvement.
  • Experience effectively communicating with technical and non-technical internal and external stakeholders and Sponsor leadership.

Certifications Required:
  • Program Management Professional (PMP) certification
  • Certified Scrum Master (CSM)

Position requires active Security Clearance with appropriate Polygraph
Pay Range: 235,000-315,000
