Job description

Bering-Alaka`ina Holdings (BAH) is looking for a Performance Analyst to provide support for our government customer in Arlington, VA.
DESCRIPTION OF RESPONSIBILITIES:
  • The Performance Metrics Analyst is responsible for designing, monitoring, and communicating performance indicators to support organizational goals. This role ensures that leadership has real-time, actionable insights by analyzing quantitative and qualitative data across assigned portfolios. The analyst will operate with limited guidance and must be able to think on their feet to present informed recommendations, support decision-making, and drive continuous improvement efforts.
  • Provide advice and assistance to USG personnel on matters related to performance measurement and management policies. Conduct analyses and assessments on the impact of new or revised USG policies and guidance as expressed in strategic documents, and other issuances that may impact program investments funded by the DoW CD appropriation.
  • Analyze the alignment of DoW and CNGT strategic goals and objectives with proposed CCMD, Military Service, and War Agency initiatives to counter global drug trafficking and other illicit threat network activities.
  • Provide analyses of National Drug Control Program strategic plans, priorities, and guidance. Advise and assist USG personnel in drafting complementary DoW performance plans, goals/objectives, management indicators, evaluation criteria, and reports.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Master's degree from an accredited college/university

REQUIRED SKILLS AND EXPERIENCE:
  • Comprehensive understanding of performance measurement concepts and principles used to inform USG decision making related to current and projected operational requirements, objectives, and capabilities of the OSW, Joint Staff, CCMDs, Military Departments, War Agencies, and other USG stakeholders.
  • Knowledge and experience in applying performance concepts and principles to develop performance criteria, draft implementation guidance, and identify opportunities for USG program investment based on projected return on investment (ROI).
  • Possess ten (10) years' experience providing services to senior general/flag officer ranks and/or SES levels within the DOW, other government agencies, or industry corporate equivalents, and will be expected to perform at the level of a mid-range GS-15 equivalent.
  • Be able to operate independently, proactively manage requirements, and require minimal government direction to achieve desired outcomes
  • Demonstrate prior experience and capabilities for the successful execution of tasks associated with specific duty positions/focus areas (e.g., legislative, budget, etc.).
  • Exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoW and other USG staff in the performance of all duties, tasks and services.
  • Must be willing to sign a Non-Disclosure Agreement.

REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be a naturalized U.S. Citizen.
  • Must have an active Top Secret/SCI clearance.
