Job description

Position Summary:

We are seeking an experienced Regional HR/Payroll Director to oversee HR and payroll functions for multiple skilled nursing facilities across multiple states, while maintaining direct responsibility for all HR functions and payroll processing for back office employees.

In this role, you will provide support, training, direction and guidance to HR/Payroll personnel across locations, ensuring compliance with company policies, regulations, and applicable federal, state, and local employment laws, including the Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO) laws, Family and Medical Leave Act (FMLA), and other discrimination laws. You will oversee payroll operations, coordinate with HR, payroll, and accounting teams, advise facility staff, and lead audits, training, and process improvements. This position includes responsibility for full-cycle payroll processing and HR administration for back office employees.

Principal Responsibilities:

• Provides direct HR/Payroll support to Administrators and HR/Payroll staff in multiple facilities/states.

• Conducts comprehensive HR/Payroll audits, both in-person and remotely, including wage approvals, timekeeping practices, and audits of programs such as the Modified Compensation program.

• Collaborates with department heads and HR/Payroll staff to support employee matters, deliver HR-related training, and ensure proper maintenance of confidential personnel files in compliance with all applicable laws.

•Leads and oversees HR functions, including disciplinary procedures, investigations, recruitment and retention, payroll, benefits administration, workers’ compensation, OSHA compliance, and required federal and state reporting, and provides coaching to HR/Payroll staff on employee relations and conflict resolution.

• Works with HR, payroll, and management teams to implement system changes and process improvements, and to support projects, audits, and policy interpretation to ensure consistency and compliance.

• Ensures accurate recording of agency hours for PBJ (Payroll-Based Journal) reporting and oversees PBJ review and submission.

• Ensures facilities receive daily PPD (Patient Per Day) reports.

• Manages accruals, including vacation, sick time usage, and related documentation.

• Conducts analysis related to retention, compensation, and benefits participation and assists senior management with annual reviews and administration of wage and salary programs.

• Oversees and supports benefits and payroll administration for facility employees, including paid and unpaid leave.

• Maintains full responsibility for back office HR and payroll functions, including full-cycle payroll processing, employee relations, benefits administration, onboarding, offboarding, and leave management, serving as the primary contact for back office employees, and maintain accurate, compliant personnel records in accordance with all applicable wage and hour laws.

• Monitors regulatory changes and ensures compliance with all applicable federal, state, and local employment laws, including ADA, EEO, FMLA, and other applicable discrimination laws.

• Develops and implements policies and programs related to employee relations, affirmative action, harassment prevention, and grievance procedures.

• Assists senior management with investigations involving legal or compliance implications.

• Performs additional duties as assigned.

Skills and Education:

• Bachelor's Degree or equivalent in a related field.

• 5+ years experience in HR.

• 3+ years experience in Payroll.

• Healthcare experience preferred; long term care experience highly preferred.

• Managerial or supervisory experience.

• Proficiency in Microsoft Office and payroll software.

• Strong knowledge of HR/payroll processes and relevant legal regulations.

• Excellent communication skills, both verbal and written.

• Strong math and analytical skills.

Overnight travel required.
