Overview
We are seeking an experienced Project Manager 4 to oversee the implementation of a replacement licensing and management system. This part-time engagement requires a highly skilled project management professional with expertise in SaaS/PaaS implementations, vendor management, stakeholder coordination, and IT project governance within a public-sector environment.

Job Description

The ideal candidate will lead project teams through business process mapping, requirements gathering, system implementation, user acceptance testing, deployment readiness, and project closeout activities. This individual will serve as the primary day-to-day contact for the project, working closely with internal stakeholders, executive leadership, board members, and external vendors to ensure successful delivery of project objectives.

This role requires strong leadership, organizational, and communication skills, along with demonstrated experience managing cloud-based SaaS or PaaS implementations in complex enterprise environments. The Project Manager will be responsible for maintaining project schedules, budget estimates, status reporting, change management processes, and vendor oversight while ensuring compliance with Commonwealth of Virginia standards and VITA policies.

Responsibilities

Project Management & Delivery

  • Lead end-to-end project management activities for the implementation of VBOA's licensing and management system
  • Manage project timelines, milestones, deliverables, and resource coordination to ensure successful project execution
  • Develop and maintain project schedules, status reports, and budget tracking documentation
  • Oversee implementation phases, deployment readiness, and project closeout activities
  • Ensure projects are delivered on schedule and aligned with organizational objectives

Requirements Management & Business Analysis

  • Facilitate business process mapping and requirements gathering sessions with business and IT stakeholders
  • Guide stakeholders through the discovery, documentation, and validation of functional and technical requirements
  • Analyze complex operational and technical challenges and recommend effective solutions
  • Coordinate user acceptance testing activities and validate deployment readiness

Leadership & Change Management

  • Lead cross-functional teams through organizational and system changes
  • Drive adoption of new technologies, workflows, and implementation methodologies
  • Foster collaboration among internal teams, executive leadership, board members, and vendors
  • Provide ongoing communication and project updates to executive management and stakeholders

Vendor & Operational Support

  • Serve as the primary point of contact for external vendors and implementation partners
  • Oversee vendor performance and ensure successful delivery of contracted services

Requirements

Minimum Qualifications

  • 10 years of experience managing cloud-hosted SaaS implementation projects
  • 10 years of experience leading cross-functional teams and change management initiatives
  • 10 years of experience gathering, documenting, and validating business and technical requirements
  • 10 years of experience managing vendor relationships and implementation activities
  • 10 years of experience utilizing Agile and Waterfall project management methodologies, including Scrum and Kanban
  • Strong analytical, organizational, and decision-making skills in complex project environments
  • Active PMP certification through the Project Management Institute (PMI)
  • Experience supporting Commonwealth of Virginia agencies with IT solution implementations
  • Knowledge of Commonwealth of Virginia policies, standards, procedures, and VITA requirements
  • Must physically reside within the United States for the duration of the assignment
  • Must be available to work onsite one day per week in Henrico, Virginia
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
