Summary
This position is in a Regional, Subregional or Resident Office of the National Labor Relations Board.
The incumbent of this position serves as the Assistant Regional Director and is responsible for the overall supervision and coordination, through subordinate supervisors, of the investigation, evaluation and informal resolution of all cases filed in the Regional Office.

As a Supervisory Labor Management Relations Examiner (Assistant Regional Director), GS-0244-15, your typical work assignments may include:
  • Exercising overall supervision of and coordinating, through Supervisory Attorneys and/or Supervisory Labor Relations Investigators, the investigation, analysis, taking into consideration the complexity of the case, priority handling required, workload of Board agents, and related factors, is responsible for ensuring that cases are processed expeditiously, that quality standards are uniformly maintained, and time targets are met or that there are valid reasons for any delays.
  • Recommending to the Regional Director cases on which formal advice should be obtained from Headquarters and directing the preparation of requests for advice which includes presentation of facts and issues, case analysis, and the Regional Office's position.
  • Participating with the supervisor and individual Field Attorney or Labor Relations Investigators in conferences with parties to cases in an attempt to obtain voluntary settlement of issues, or to obtain withdrawal of charges or petitions; facilitating voluntary disposition due to expert knowledge of labor management relations within the Regional Office; and continually evaluating the effectiveness of the Regional Office settlement program and recommending to the Regional Director ways to bring about improvement.
  • Conferring with supervisors and individual Labor Relations Investigators and Field Attorneys on problems requiring assistance in resolving questions of fact, proof, jurisdiction, law or Board practice, procedure, or precedent, or in planning the investigation, processing, or disposition of difficult cases.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Supervisory Labor Management Relations Examiner (Assistant Regional Director) position demonstrates knowledge of the NLRA as well as how the Agency investigates and ascertains merit in unfair labor practice charges and the handling of representation cases. The candidate also demonstrates competence in managing the administration of field office operations or demonstrates other comparable experience, including managing cases and providing input on personnel matters and discussions with represented Agency employees. The ideal candidate is detailed, task orientated, and a problem-solver who takes pride in personal performance while delivering results along the way and inspiring staff to do the same.
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Assistant Regional Director) at the GS-15 grade level.
Specialized experience includes:
  • Experience providing expert advice on labor-management relations and collective bargaining matters or concerns, or other comparable experience; and
  • Experience addressing or deciding difficult cases in the field of labor-management relations or other comparable experience; and
  • Experience conducting extensive investigations or researching complex labor matters (e.g. economics, management relations matters for labor unions, newspapers, journals, foundations, commercial or industrial enterprises, or Federal, State, or municipal agencies).
