Position Title: Information Technology Project Manager, Subject Matter Expert
Location: Hill AFB, Utah
Clearance: ***Active Secret clearance required***
Salary: $175,000.00 +
Position Summary:
Command Cyber Solutions is seeking an Information Technology Project Manager, Subject Matter Expert, to join our team in direct support of the Hill Air Force Base (Hill AFB) Component Enterprise Data Center (CEDC) Information Technology (IT) Operations and Maintenance contract. As a Key Personnel position under the Contract Program Management Office (C-PMO), this role provides authoritative oversight of all project management activities across the Hill CEDC program, directing a team of project managers while driving the Integrated Master Plan (IMP), Integrated Master Schedule (IMS), customer onboarding operations, and monthly Program Management Reviews (PMRs) for a high-value program of programs. The successful candidate brings deep expertise in Department of War (DoW)-aligned IT project management methodologies, data center operations, and Agile execution, with a demonstrated ability to manage complex, cross-functional initiatives aligned with Air Force Sustainment Command priorities and Hill CEDC government stakeholder requirements.
Essential Duties & Responsibilities:
  • Develop and maintain project scope, cost estimates, human resource requirements, work plans, time schedules, and communication plans in accordance with Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) standards to ensure successful delivery of Hill CEDC program objectives.
  • Lead all customer onboarding activities for new Hill CEDC-hosted programs, including development of Business Impact Analysis (BIA) documentation, data collection documentation, and coordination with the Sustainment Lead Project Manager and Onboarding Lead Project Manager.
  • Develop, maintain, and report the IMP and IMS in accordance with MIL-STD-881F and DoW IMP/IMS preparation guidelines, submitting all changes to the Contracting Officer Representative (COR) within ten business days of any revision.
  • Plan and direct all C-PMO project management workloads, ensuring Full Time Equivalency (FTE) coverage across all program areas, including Data Center Operations, Risk Management Framework, and Advanced Support Services.
  • Plan, organize, manage, control, and communicate across all phases of Hill CEDC projects, including technical, workflow, configuration management, and change management processes in compliance with 75th Air Base Wing (75 ABW) standards.
  • Coordinate project planning activities with government stakeholders, the Sustainment Lead Project Manager, Onboarding Lead Project Manager, and Subject Matter Experts (SMEs) to align project goals with Hill CEDC mission priorities and contract deliverable requirements.
  • Establish measurable project goals and develop executable plans with defined milestones, resource allocations, and risk mitigation strategies tied directly to Hill CEDC contract deliverables and government program management requirements.
  • Manage project resources, including personnel, equipment, and budget, supporting annual spend plan development and Data Center Optimization Requirements (DCOR) submissions in coordination with the Government Program Manager.
  • Utilize Atlassian Jira and related Program Management Automation Information System (PAIS) tools to track project performance, schedule adherence, change requests, incidents, and work orders throughout the full requirement lifecycle.
  • Plan, conduct, and facilitate project meetings, working sessions, and Hill CEDC CrossTalk and Agile standup/review meetings to drive milestone achievement, resolve blockers, and ensure timely delivery of all contract deliverables.
  • Oversee and mentor all C-PMO project management personnel, including subject matter experts, senior, and junior project managers, ensuring adherence to Hill CEDC government-approved Agile project management methodologies.
  • Prepare and deliver the Contracting Officer's Management Report and Monthly Summary Reports by the 10th business day of each month, providing clear program status, milestone tracking, and customer satisfaction reporting to government leadership.
  • Build and maintain milestone tracking through Atlassian applications, ensuring all tasks and contract deliverables are monitored, reported, and escalated as appropriate to the Government Program Manager and COR.

Education, Certification & Experience:
Education:
  • Bachelor's degree in Information Technology, Management Information Systems (MIS), Computer Science, or a related field.

Certifications:
  • Active Secret Clearance (Required).
  • Project Management Professional (PMP) (Required)
  • Certified Scrum Master (CSM) (Required)

Experience:
  • 10+ years of professional experience in information technology project management in support of DoW or federal government data center programs, including direct experience with program planning, customer onboarding, and cross-functional team leadership.

Knowledge:
  • Project management methodologies and frameworks (Agile and Waterfall) for planning, execution, and monitoring of IT/data center projects.
  • IT infrastructure and data center operations, including hardware, software, networking, and security requirements to ensure compliance and efficiency.

Skills:
  • Proficiency in using PAIS tools, Atlassian Jira, and Agile project management platforms to allocate resources, track milestones, manage the IMS, and maintain schedule adherence across all Hill CEDC program pillars.
  • Capable of preparing and delivering clear Monthly Summary Reports, PMRs, and Customer Satisfaction Surveys while facilitating Hill CEDC CrossTalk, Agile standup, and acquisition review meetings to align government stakeholders, subcontractors, and cross-functional teams on program objectives

  • Proven capacity to guide and mentor cross-functional project management teams across onboarding, sustainment, cybersecurity, and infrastructure pillars, delegating tasks and driving personnel toward successful delivery of Hill CEDC contract deliverables and mission objectives.
  • Able to anticipate program risks, resolve complex issues across multi-vendor and multi-pillar environments, and rapidly adapt project strategies to meet evolving Hill CEDC mission requirements within DoW acquisition and compliance frameworks.
