Job description

Core Role and Purpose

The Cyber Workforce Management Analyst serves as the primary authority on cyber talent optimization, policy development, and framework compliance. This position bridges the gap between tactical operations and strategic talent planning by defining standardized position roles, building metrics to track and evaluate workforce readiness, and ensuring overall organizational alignment with the National Cybersecurity Workforce Framework (NICE).

By collaborating with industry leaders, educational institutions, and internal subject matter experts, the position is instrumental in managing, tracking, and reporting overall Agency Cyber Workforce Compliance in strict alignment with DoW mandates.

Required Responsibilities

  • Cyber Strategy & Policy Development: Design and integrate a comprehensive cyber strategy that aligns with the organization's overarching mission and goals, while actively developing, reviewing, and applying organizational HR and operational policies to govern and adjust cyber workforce effectiveness.
  • Workforce Qualification & Standardization: Coordinate with internal and external subject matter experts to develop standardized position descriptions, and establish, review, and refine cyber career field qualification standards in accordance with the National Cybersecurity Workforce Framework (NICE).
  • Readiness Metrics & Data Standards: Establish manpower, personnel, and qualification data element standards to seamlessly collect metrics, analyze workforce data, and proactively monitor and validate cyber workforce readiness (specifically tracking positions identified, filled, and manned with qualified personnel).
  • Program Implementation & Compliance: Establish, resource, implement, and assess robust cyber workforce management programs, while rigorously tracking, managing, and reporting Agency Cyber Workforce Compliance to ensure adherence to DoW and organizational requirements.
  • Industry Integration & Best Practices: Leverage external organizations and academic institutions' best practices in cyber curriculum, R&D, and training to continuously inform and enhance internal education policies, processes, and overall workforce capabilities.

Required Qualifications

  • Clearance: Active Top-Secret Clearance with SCI eligibility
  • Certification: DoD 8570/8140 IAM Level I compliant certification
  • Experience: 2 years of progressive cybersecurity, workforce management, or human capital experience.
  • Framework Knowledge: Deep understanding of the National Cybersecurity Workforce Framework (NICE), including specific work roles, tasks, and associated knowledge, skills, and abilities (KSAs).
  • Policy & Strategy: Proven ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities.
  • HR & Training Acumen: Knowledge of organizational human resources, training, and education policies, processes, and procedures.
  • Workforce Development: Skill in developing workforce and position qualification standards.
  • External Integration: Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber issues.

WAGE INFORMATION

Target salary range: $80,000.00 - $105,000.00.  The salary range displayed is an estimate only and is not a guarantee of compensation or salary and will be determined on several factors regarding the individual’s particular combination of education, knowledge, skills, competencies and experience, as well as contract parameters and organizational requirements.  The displayed salary is one component of the total compensation package for employees.
