Job description

Job Title: Program Manager
Clearance Required: DHS Public Trust EOD, US Citizen (Secret or above preferred)
Work Location: Hybrid - Arlington, VA & Remote (onsite 3 days a week minimum)
Alpha Omega is seeking a qualified Program Manager in support of our DHS customer. Program Manager will support an IT portfolio within a PMO for one of our clients. The selected candidate will, at a minimum, fulfill the responsibilities listed in the Responsibilities section.
Key Responsibilities:
  • Responsibilities include planning, leading, organizing, and managing multiple agile project teams to achieve a high level of performance and quality for clients
  • Manage large, complex enterprise-level portfolio of projects consisting of multiple Agile teams and/or requiring integration with other activities outside the scope of the Agile teams
  • Lead large diverse teams of technical, acquisition, financial, and Project Management staff.
  • Manage teams to ensure full compliance with corporate and customer systems and quality standards
  • Prefer recent experience and understanding of DHS and/or ICE IT environment, processes, and agile development methodologies as well as working within the DHS Systems Engineering Lifecycle (SELC).
  • Organize, direct, and manage all aspects of federal contract operational support functions involving multiple, inter-related project tasks
  • Assess issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives
  • Drive alignment between stakeholder groups and coordinate any cross-functional dependencies
  • Assess the scope and characteristics of each application, and assist in client requirements while managing a team in support of implementing the application
  • Demonstrated lifecycle acquisition Program Management experience in a federal environment.
  • Experience with requirements tools and tracking.

Required Qualifications:
Required Experience/Skills:
  • 10 -15 years as a Project/Program Manager
  • Experience collaborating with stakeholders at varied levels
  • Must be able to successfully complete the DHS security and suitability background check
  • Proven ability to use all Microsoft Office tools
  • Excellent customer service, attention to detail
  • Excellent oral and written communication skills
  • Must be able to work in a team environment
  • Excellent organizational skills
  • Ability to learn new systems and processes quickly
  • Proven ability to lead teams in an agile environment
  • Able to advise on how to utilize team members appropriately
  • Willingness to roll up sleeves and backfill for team as able.

Certifications:
  • Active Project Management Professional (PMP) certification is required.

Preferred Experience/Skills:
  • Proven track record of applying LitheSpeed-facilitated agile techniques to accelerate delivery and optimize team flow.
  • Prior experience within a Value Management Office (VMO) highly preferred.

  • Bachelor's Degree in Business or an IT related field.

Salary and Benefit Information:
The likely salary range for this position is $126,000 - $190,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
