Job description

Capture Manager

Location: Fredericksburg, Virginia

Compensation: $80,000.00 – $250,000.00 per year, which is comprised of a competitive base salary plus performance-based earnings. Total compensation is driven by client engagement, pre-RFP positioning success, and business development outcomes. Additional compensation includes bonus opportunities, commission pay, and annual performance bonuses tied to individual and company growth objectives.

About Leumas

Leumas is a dynamic and rapidly growing firm specializing in managing and preserving affordable housing communities across the United States. Our work is rooted in strengthening communities while expanding access to quality housing for those who need it most. With a proven track record of transforming properties and building trusted partnerships, Leumas continues to expand its national footprint across the affordable housing and government contracting sectors.

Position Overview

Leumas is seeking a relationship-driven Capture Manager to support the company's growth by building strategic partnerships before formal procurement opportunities are released. This role focuses on proactive engagement with public housing authorities, government agencies, pension funds, and charitable foundations to position the company early in the acquisition lifecycle.

Rather than responding to posted solicitations, the Capture Manager plays a forward-facing role-developing connections, identifying opportunities, and creating access for senior leadership to engage decision-makers. This position is ideal for someone who thrives in a performance-driven environment and enjoys opening doors that lead to long-term business growth.

Key Responsibilities

The Capture Manager will lead targeted outreach efforts to introduce Leumas to prospective partners and establish meaningful relationships across the affordable housing and public sector landscape. Daily activities include identifying and engaging decision-makers, scheduling strategic meetings for leadership, and maintaining a pipeline of early-stage opportunities aligned with company capabilities.

This role also involves researching agency priorities, tracking upcoming opportunities, and supporting internal planning efforts through CRM management and market intelligence. The Capture Manager will prepare briefing materials for leadership engagements and may represent the company at networking events, industry conferences, and agency matchmaking sessions.

What We're Looking For

We are seeking a motivated professional with experience in business development, capture management, client engagement, or a related field where relationship-building and opportunity development were key responsibilities. Candidates should be comfortable engaging senior-level stakeholders and maintaining consistent outreach activity.

Strong communication and organizational skills are essential, along with the ability to work independently in a fast-paced, performance-oriented environment. Familiarity with federal, state, or local procurement processes-especially pre-RFP engagement-is highly desirable.

How Success Is Measured

Success in this role is defined by the strength and growth of the early-stage opportunity pipeline. This includes the number of high-quality meetings established, actionable intelligence gathered on upcoming opportunities, and the development of long-term relationships with key stakeholders. Over time, these efforts directly contribute to increased contract wins and organizational growth.

Why This Role Matters

At Leumas, we believe the most impactful partnerships are built before opportunities are formally released. The Capture Manager plays a critical role in shaping future business by positioning the company early, building trust with stakeholders, and creating pathways to new opportunities.

This is a high-impact role offering the ability to directly influence company growth while contributing to projects that support affordable housing and community development nationwide.

Benefits

Leumas offers a competitive benefits package designed to support employee well-being, financial stability, and professional growth.
